POSITION SUMMARY
The Course Contractor Representative (CCR) is the primary contracted instructor and curriculum manager for the Protected Band Satellite Vehicle Operator (SVO) course supporting Delta 8's 8th Training Squadron (8TS) at Schriever Space Force Base (SSFB), Colorado. The CCR, along with the government counterpart is responsible for instructional delivery, curriculum development, training coordination, and simulator support for the 32-week SVO course, which prepares Guardians for MILSATCOM operations across the USSF's protected SATCOM architecture.
The CCR will lead instructional support for up to three SVO classes annually, each spanning 162 training days and supporting up to six students. This position requires subject matter expertise in protected band SATCOM systems, demonstrated proficiency with instructional systems design (ISD), and the ability to coordinate across government and contractor teams. The CCR reports to the Site Lead and collaborates closely with the Contracting Officer's Representative (COR) to ensure training success.

ESSENTIAL JOB FUNCTIONS
- Serve as the contract lead instructor and primary curriculum manager for the Protected Band SVO course.
- Deliver instruction using classroom, hands-on, and simulator-based methods in accordance with the ADDIE model and ISD principles.
- Support courseware development and updates aligned with training task documents (MTL, RTM), estimating 15 development hours per instructional hour.
- Coordinate the use and maintenance of simulator platforms, such as the Standard Space Trainer (SST), working with STARCOM, SSC, and vendors (e.g., L3 Harris, WESS).
- Schedule and deconflict training facilities, classrooms, and simulator usage in collaboration with the Education Support Specialist (ESS) and unit leadership.
- Track student qualification status in Patriot Excalibur (PEX), maintain AF Form 4419s, and generate certificates upon course completion.
- Collect and submit monthly deliverables, including student feedback reports, Instructor progress updates, and after-action reviews.
- Support Instructor Qualification Course (IQC) training and Instructor Review Boards (IRBs) as required.
- Provide student/instructor feedback input and assist in continuous course improvement.
- Facilitate briefings, write technical training reports, and coordinate updates across government and contractor teams.
- Maintain currency on protected band operations, systems, and updates to align training with operational needs.
EDUCATION/TRAINING
- Required: Associate's degree or equivalent military/ civilian training.
- Completion of a recognized military instructor course.
- Preferred: Bachelor's degree in Instructional Design, Aerospace, Engineering, or other related technical disciplines.
EXPERIENCE
Required:
- 3+ years of ISD-based curriculum development experience in Space Operations.
- 2+ years of direct instructional or hands-on system training experience.
- Expert knowledge of Protected Band MILSATCOM systems and operations.
- Demonstrated leadership of small teams or coordination of training program.
- Familiarity with USSF command structures and training qualification processes.
- Applied experience with Protected SATCOM (e.g., Milstar, AEHF, EPS, etc.) systems.
Preferred:
- 2+ years of experience managing training programs or overseeing technical course delivery.
- Prior operational experience with AEHF or MILSTAR systems.
- Knowledge of communications topologies, including Ka, Ku, and X band design.
- Demonstrated ability to navigate evolving space environments and proactively address knowledge gaps with new training material development
SKILLS/ABILITIES
- Expert understanding of MILSATCOM operations and protected communications.
- Proficiency with Microsoft Office Suite (Outlook, Excel, PowerPoint, SharePoint, Teams).
- Effective communicator (verbal and written); capable of briefing, facilitating, and reporting to leadership.
- Skilled in PEX or similar training management platforms.
- Ability to build collaborative relationships with government, military, and industry stakeholders.
PHYSICAL DEMANDS
- Must be able to sit or stand for extended periods.
- Must be able to use a computer and related equipment for prolonged periods.
WORK ENVIRONMENT
- This is an on-site position that requires work to be performed onsite at a government location.
- The working conditions for this position may include the following:

SPECIAL REQUIREMENTS
- Must be able to pass pre-employment background screening.
- Must possess and be able to maintain a Top-Secret clearance with SCI eligibility.
- Must be able to be cleared for base or site access.
- Must be a US Citizen.
- Position may require up to 10% travel to CONUS government facilities for integration, testing, or collaboration.
