Sr. Project Manager - Technology Acquisition and Deployment

About the Role:

We are seeking a talented Project Manager (PM) to join our team, supporting the Technology Acquisition Program Management (TAPM) organization within the U.S. Postal Service (USPS). TAPM is responsible for the development and deployment of innovative technology solutions across USPS operations. The PM will lead cross-functional teams, collaborate with stakeholders, and drive the success of technology-focused programs such as the Technology Refresh (TR) initiative for the Postal Automated Redirection System (PARS).

Key Responsibilities:


  • Manage complex technology programs, including equipment lifecycle upgrades and system refresh projects.
  • Collaborate with customers, stakeholders, software engineers, testers, and vendors to ensure project requirements are met.
  • Develop and manage project schedules, budgets, and Statements of Work (SOWs).
  • Oversee the implementation of operating system upgrades (e.g., Windows 11 x64) and associated application updates.
  • Identify and address obsolete hardware components, end-of-life issues, and system security requirements.
  • Facilitate migration of non-virtualized systems into virtual environments where applicable.
  • Drive adherence to USPS policies, procedures, and documentation requirements.
  • Coordinate and lead team meetings with stakeholders, field representatives, engineers, vendors, and configuration management teams.
  • Ensure successful program deployment and testing while driving continuous improvement.
Key Programs Example - PARS Technology Refresh (TR):

The Postal Automated Redirection System (PARS) intercepts undeliverable-as-addressed mail during processing, applying updated addresses based on a national database. The PARS TR initiative upgrades system hardware, operating systems, and applications to ensure reliability, security, and compliance with modern standards.

Skills:
  • Strong knowledge of system development lifecycle (SDLC) and physical equipment redesign/deployment.
  • Proficiency in MS Office Suite, including advanced skills in Word, Excel (pivot tables), PowerPoint (status presentations), and MS Project (schedules).
  • Exceptional communication skills, with the ability to lead meetings, draft technical documentation, and interact effectively with diverse teams.
  • Familiarity with federal government regulations, policies, and documentation standards.
Qualifications:
  • Bachelor's degree in Engineering.
  • 7-10 years of engineering project management experience.
  • Project Management certification (PMP preferred).
  • Strong mathematical and analytical skills.
  • Familiarity with managing engineering projects and vendor coordination.
  • Must have the ability to obtain Public Trust Clearance.
