Job Responsibilities:
- Provide technical direction for the development, engineering, integration, interfacing, and testing of complex hardware and software systems.
- Perform requirements elicitation, detailed analysis, and functional allocation.
- Conduct comprehensive systems requirements reviews.
- Develop concepts of operation, interface standards, and detailed system architectures.
- Perform technical and non-technical assessments and management activities, including end-to-end flow analysis.
- Develop comprehensive Service-Oriented Architecture (SOA) solutions.
- Create operational views, technical standards views, and system/service views, aligning with the Department of Defense Architecture Framework (DoDAF) standards.
- Provide subject matter expertise and leadership for Cyber Mission Management and Cyber System Development initiatives.
- Oversee integration of systems such as Signal Analysis Knowledge Base (SAKB) into broader community systems, ensuring compliance with information assurance and cybersecurity standards.
- Collaborate within Integrated Product Teams (IPTs) and Configuration Control Boards to review interface control documentation, manage data repositories, and ensure accurate data tagging and effective business rule implementation.
- Conduct mission impact analyses and identify and mitigate system risks throughout the acquisition lifecycle.
Required Experience:
- Minimum 10 years of relevant professional experience; preference for candidates with 20+ years in Cyber and Systems Engineering.
- Proven experience developing and deploying Cybersecurity and Risk Management strategies within DoD and DHS frameworks.
- Extensive knowledge and practical application of Risk Management Framework (RMF) procedures.
- Demonstrated history in supporting major government cybersecurity initiatives, including DHS cyber-risk analysis and DoD cybersecurity programs.
- Expertise in developing and managing SOA solutions and utilizing DoDAF standards for system architecture modeling.
- Strong experience in interfacing with high-level stakeholders, managing technical teams, and ensuring project goals align with organizational and client requirements.
Education:
- Bachelor's degree in Information Systems, Cybersecurity, Computer Science, Systems Engineering, or related discipline required; advanced degree preferred.
Desired Skills:
- Strong analytical and problem-solving skills, especially within cyber and systems engineering domains.
- Excellent written and oral communication skills, including the ability to communicate complex technical information clearly to both technical and non-technical stakeholders.
- Proven track record in leadership roles with direct responsibility for the integration and assurance of complex systems.
- Familiarity with technical frameworks, operational tools, and advanced cybersecurity methodologies relevant to national security systems.
Security Clearance:
- Must possess an active TS/SCI FS clearance.
