Position Summary:

ANSER is seeking a highly experienced Senior Data Architect to support the Department of Defense (DoD) in designing, implementing, and governing robust enterprise-level data management systems.

Day to Day Responsibilities:
  • Design and implement an enterprise-wide data governance framework, including policies, procedures, and organizational roles.
  • Develop and enforce data classification policies in line with Chief Digital and Artificial Intelligence Officer (CDAO) and DoD standards.
  • Define and implement data access control measures based on clearance levels and need-to-know requirements.
  • Establish data quality standards, including validation, verification, and cleansing processes to ensure accuracy and consistency across systems.
  • Coordinate the implementation of data tagging, labeling, and masking solutions to protect sensitive and mission-critical information.
  • Support compliance with key DoD directives such as DoD Instruction (DoDI) 8500.01, 8320.02, and 5200.01.
  • Integrate data governance tools and technologies to automate metadata management, data lineage, and access auditing.
  • Standardize and improve data collection and integration processes to ensure timeliness, accuracy, and interoperability across systems.
  • Guide the development of encryption protocols, data retention policies, and secure data storage solutions for both data at rest and in transit.
  • Support and coordinate activities of the Data Governance Board, including scheduling meetings, reporting metrics, and addressing compliance issues.
  • Develop detailed implementation plans for enterprise-wide deployment of data masking solutions and manage stakeholder engagement throughout.

Required Qualifications:
  • Master's degree in Computer Science, Information Systems, Engineering, Mathematics, Physics, or a relevant technical field.
  • Minimum 15 years of relevant experience in data architecture, data governance, or enterprise information management within a federal or DoD environment.
  • Experience leading enterprise data governance and security efforts across large, complex IT ecosystems.
  • In-depth knowledge of DoD cybersecurity and data management directives (DoDI 8500.01, National Institute of Standards and Technology Special Publication 800-53, Risk Management Framework).
  • Strong experience with data classification, encryption, and secure data lifecycle management.
  • Familiarity with SAP IT environments, CDAO directives, and federal privacy regulations.
  • Demonstrated ability to work with senior executives and interagency stakeholders.
  • Ability to plan and lead major work assignments.
  • Active TS/SCI.

Preferred Qualifications:
  • Experience with data tools and governance.
  • Understanding of DoD CIO and SAP IT.
  • Certification in data governance, data security, or enterprise architecture (Certified Data Management Professional, Certified in the Governance of Enterprise IT, The Open Group Architecture Framework).
