About the role
We are seeking an experienced and dynamic Senior Director of Proposals and Growth Enablement to lead our proposal operations and task order response team. This individual will oversee the full proposal lifecycle, optimize proposal processes, and manage the task order response team supporting GWACs, BPAs, IDIQs, and other contract vehicles.
The ideal candidate has a deep understanding of federal acquisition regulations (FAR), proposal best practices (Shipley, APMP), and federal contracting processes within DoD and civilian agencies. They will be a strategic leader responsible for ensuring high-quality, compliant, and competitive proposals while aligning efforts with the company's long-term growth strategy

About the role

What you'll do
Proposal Leadership & Execution
- Lead, mentor, and manage the proposal development team to produce high-quality, compliant, and compelling federal bids.
- Ensure adherence to submission deadlines, compliance standards, and proposal best practices.
- Oversee proposal content development, ensuring alignment with customer requirements, technical solutions, and win themes.
Task Order Response & Vehicle Management
- Manage the task order response team for contract vehicles, ensuring efficient, compliant, and competitive task order submissions.
- Oversee the development of task order response strategies, coordinating with business development, capture, and technical teams.
- Establish and refine best practices for GWACs, BPAs, and IDIQ task order responses, ensuring quick turnaround and high-quality submissions.
Proposal Process Optimization
- Refine and implement proposal processes to improve efficiency, compliance, and win rates.
- Leverage industry best practices (APMP, Shipley) to streamline proposal development workflows.
- Develop and maintain proposal templates, tools, and knowledge repositories for continuous improvement.
Strategic Capture & Growth Enablement
- Collaborate with business development and capture teams to design winning strategies that align with customer needs.
- Provide input on pricing strategies, technical content, and compliance to enhance bid success rates.
- Support color team reviews, ensuring high-quality, competitive submissions.
Cross-Functional Collaboration
- Partner with the CGO, Business Unit Leaders (P&L owners), Contracts, Executive Leadership, Solution Architects, and Technical Teams to align proposal efforts with corporate strategy.
- Work closely with pricing teams to ensure cost proposals are competitive and compliant.
Qualifications
- US Citizenship
- Ability to obtain and/or maintain a government clearance
- Bachelors degree in Business, Marketing, or related field
- 15+ years of experience in proposal management within federal IT services, with a track record of leading teams to win competitive federal contracts.
- Experience managing task order responses for GWACs, BPAs, and IDIQs.
- Deep knowledge of federal procurement and contracting regulations, including FAR/DFARS.
- Highly organized with strong attention to detail, ensuring accuracy and compliance in all proposal efforts.
- Proven ability to lead high-performing proposal and task order teams, driving both tactical execution and strategic improvements.
- Strong leadership, communication, and stakeholder engagement skills.
Preferred
- Master's degree in Business Administration, Public Policy, or a related field.
- Shipley training in addition to the APMP certification
- Experience with federal IT proposals in BOTH DoD and civilian agencies.
