The Red Gate Group is seeking a driven and strategic Portfolio Manager to support the Defense Intelligence Agency (DIA) in advancing national security initiatives across the Department of Defense (DoD) and Intelligence Community (IC). In this role, you’ll play a pivotal part in managing the full acquisition lifecycle—from pre-award planning to post-award performance monitoring—for mission-critical projects supporting defense intelligence priorities.

Location: Reston, VA; Riverdale Park, MD; Washington, DC
Key Responsibilities:
Lead pre-award acquisition planning, including the development of Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), and Evaluation Criteria.
Provide post-award project oversight, monitoring deliverables, milestones, burn rates, staffing levels, and funding status.
Apply expert knowledge of the Federal Acquisition Regulation (FAR) to advise stakeholders on procurement strategy, compliance, and risk.
Develop and implement Quality Assurance Surveillance Plans (QASP) and Performance Requirement Summary Matrices (PRSM) to ensure accountability and contract performance.
Collaborate with cross-functional teams to gather business, user, and technical requirements for current and future acquisitions.
Conduct trade-off analyses and provide actionable insights to inform programmatic decisions.
Track and report program status to government stakeholders, ensuring alignment with mission objectives and contractual expectations.
Qualifications
Bachelor’s degree required; Master’s degree or advanced training in management consulting preferred.
10+ years of experience, including 5 years providing project leadership in acquisition, IT, or defense-related programs.
Broad experience across multiple functional areas, such as Acquisition/Contracts Management, Business Analysis, IT Infrastructure, Security, or Quality Assurance.
Proficiency with Microsoft Excel and PowerPoint for analysis and reporting.
Strong communication, time management, and stakeholder engagement skills.
Active TS/SCI clearance with CI Poly (or ability to obtain one).
DoD or Intelligence Community experience highly desired.
