The Task Order Manager (Program Manager) is responsible for the full life-cycle leadership of assigned task orders under the Countering Weapons of Mass Destruction (CWMD) Security Cooperation Engagement Program (CSCEP). This role oversees task order planning, execution, operational performance, financial management, and compliance with contract requirements.

The TO Manager serves as the primary liaison to DTRA stakeholders and partner nation representatives. The TO Manager ensures program milestones, deliverables (CDRLs), cost control measures, staffing, and resource allocation are achieved on schedule and within budget parameters.

The TO Manager leads the integrated execution across training, equipping, sustainment, and facility management activities.

Duties include:
  • Directing a geographically dispersed team of personnel and subcontractors across partner nation locations.
  • Overseeing the development of project plans, timelines, resourcing strategies, MEL alignment, and execution detail tracking
  • Driving risk management, corrective action plans, and ensuring operational readiness for all partner nation engagements
  • Maintaining quality assurance across training, logistics, facilities, sustainment, and equipment delivery workflows
  • Developing and maintaining relationships with Government Contracting Officers, CORs, DTRA AOs, and partner nation stakeholders
  • Preparing and delivering status reports, performance briefings, and program documentation to Government leadership


The TO Manager will work closely with the Amentum PMO, partner nation liaisons, subcontractor teams, and DTRA oversight elements to ensure seamless operational integration across all CSCEP task orders.

Required Qualifications:
  • Bachelor's degree in relevant fields such as International Affairs, Project Management, Logistics, Engineering, or Security Studies
  • Minimum of 8-10 years of project or program management experience on complex Government contracts
  • Minimum of 5 years of experience managing multi-partner, geographically dispersed program teams
  • Active U.S. Secret security clearance

Demonstrated experience with Government contracting, project financials, CDRL management, and client relationship management

Required Knowledge, Skills, and Experience:
  • Demonstrated understanding of DTRA-relevant tasks and execution
  • Project planning and coordination
  • Proven ability to lead all aspects of task order execution (training, logistics, facility, sustainment)
  • Strong understanding of Security Cooperation programs and partner nation engagements
  • Ability to manage risks proactively and develop/execute mitigation strategies
  • Familiarity with project planning tools, IMS development, Earned Value Management (EVM) principles
  • Strong communication and negotiation skills with both U.S. Government and international partner stakeholders
  • Ability to manage resource constraints, balance competing priorities, and drive delivery outcomes


Communication
  • Expert in oral, written, and virtual communications
  • Ability to instruct and mentor multinational forces on technical topics, principles, theories, and concepts of varying scientific complexity with limited background knowledge


Experience engaging and advising the U.S. and foreign military senior leaders on the integration of near, mid, and long-term program plans, programs, and resources

Highly Desired Skills and Experience:

Skills
  • PMP certification (active or obtainable within 6 months of hire)
  • Prior experience supporting IDIQ level or contract value of $25-100M
  • Prior experience with DTRA, OB, SI, RD, or CTR programs and missions
  • Experience managing OCONUS projects involving security cooperation or defense security assistance
  • Familiarity with sustainment models, MEL development, and long-term partner nation capability building
  • Understanding of facility management, international logistics, or training system accreditation


Communication
  • Computer - M.S. Office, MS Word, Excel, PowerPoint, Content Management Systems, SharePoint, MS Teams, and virtual team collaboration editing
  • Basic Writing - Ability to use correct grammar, punctuation, spelling, vocabulary, clarity, brevity, engagement, proofreading, and revising
  • Business / Professional Writing - Ability to formulate analytical report writing, note-taking, email writing, meeting invitations, M.S. Office, business case writing
  • Report and Technical Writing - Ability to conduct sourcing, research, analysis, data visualization, cross-culture interviews, document preparation, data collection, and data management
  • Presentation Writing - PowerPoint, creativity, brevity, and curriculum materials


Overseas Experience
  • Experience serving overseas in support of geographical commands and/or Embassies


Time Management
  • Ability to function at a high level with little oversight as well as work as part of a larger team to complete mission objectives
  • Capable of working under tight deadlines and managing tasks through successful completion


Travel Requirements:
  • This is a CONUS-based position with up to 30% travel required to OCONUS partner nation sites
  • Must be willing to support rotating shifts, nights, and weekend operations based on task order needs and partner nation engagement schedules

  • This position requires flexibility and the ability to operate independently with minimal supervision while maintaining tight synchronization with the Amentum PMO and DTRA customer requirements
  • The Task Order Manager must exhibit a proactive, mission-focused mindset capable of solving problems rapidly and communicating clearly with diverse audiences, including senior U.S. and partner nation stakeholder
  • US Citizenship Required
  • Active U.S. Secret Security Clearance Required
