USCG Program Manager- Workforce Transformation
Job Description Summary:
• D&G is seeking a seasoned Program Manager for a US Coast Guard opportunity to improve its human resources and talent management through workforce transformation and structure changes, data analytics, and risk management. This role involves providing expert program management and change management services by overseeing and maintaining a complex and varied contract workforce to identify initiatives and manage the implementation of organizational, digital, and process improvements across the USCG. This will ensure that the USCG is well-equipped to meet the demands of the nation with a talented and ready workforce. The Program Manager will ensure effective project management and stakeholder engagement throughout the life of this contract. Roles & Responsibilities:
• Provide expert program management services by overseeing and maintaining contract staffing plans, ensuring personnel are available, and manage the contract budget, resources, and performance metrics.
• Be responsible for ensuring that programs are delivered on time, within budget, and to the required quality standards, and that they are compliant with relevant program management methodologies and standards.
• Develop, implement, and maintain programmatic and financial management plans, policies, and procedures to ensure effective program management and control.
• Oversee and manage multiple projects and programs, ensuring that they are completed on time, within budget, and to the required quality standards, and that they are aligned with organizational goals and objectives.
• Identify, assess, and mitigate program risks, and work with stakeholders to develop and implement necessary contingency plans to ensure program continuity and success.
• Monitor and report program progress to stakeholders, including providing regular status reports, metrics, and key performance indicators (KPIs), and adjusting as necessary to ensure program success.
• Ensure compliance with program management methodologies and standards, such as PMBOK or Agile, and adhere to relevant industry best practices and standards.
• Develop and maintain comprehensive program documentation, including program plans, status reports, lessons learned, and other relevant documents, to ensure that program information is accurate, up-to-date, and readily available.
• Communicate program status, issues, and risks to stakeholders, including providing timely and transparent updates, and ensuring that stakeholders are informed and engaged throughout the program lifecycle.
• Supervise and mentor staff, addressing professional development and retention strategies.
Requirements:
• Bachelors Degree
• 8 years of Program Management experience in managing extremely complex programs and projects.
• 5-7 year experience managing teams of over 15 personnel.
• US Coast Guard organizational knowledge and experience
• 5 years of hands-on Change Management methodology experience
• 5 years of Agile experience
