Position Overview
This position will be responsible for directing, managing, and overseeing all implementation aspects of multiple CONUS & OCONUS technology projects to ensure they are completed on time and within budget. Overall responsibility for managing staff, capture activities, business growth, scope development, cost & technical proposals, schedule, building and managing customer & vendor relationships, staffing, and contractual deliverables.
Must possess a strong knowledge of engineering and implementation of multiple IT, Cyber and telecommunications technologies to effectively work through issues as they arise.

- Reports directly to Senior Vice President of DISA Programs, having second-tier responsibility for overseeing all implementation professional services.

- Must be familiar with the Federal Acquisitions Regulations (FAR), contracts procedures, proposal development (financial and technical), employee management, telecommunications.
- Responsible for maintaining, building and growing project management, engineering, and implementation programs and support staff.
- Review, analyze, and become technically astute on the telecommunications engineering & implementation process and associated documents.
- Collect and maintain data, performance statistics, and an audit trail for use in maintaining general management visibility of performance, identifying trends, and recurring exceptions that will provide the basis for review and adaptation of existing processes and procedures.
- Supporting all aspects of the development and implementation of IT services projects.
- Ensuring the completion and integration of multiple complex engineering projects simultaneously.
- Developing service descriptions and project requirements documentation, CONOPs and other documents to support preparation for review boards as required to ensure service delivery and engineering support.
- Providing analysis and recommendations in support of the resolution of IT-related problems; executing the recommendations as directed by the client.
- Providing Executive-level strategic communications support, to include policy, process, and Standard Operating Procedures (SOP) review and development.
- Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
- Monitors project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
- Ensures the development of mechanisms for monitoring project progress and for intervention and Ensures proper relationships are established between customers, teaming partners and vendors to facilitate the delivery of information technology services and deliverables.
- Uses strong planning and organizational skills to ensure timely completion of all milestones and efforts with minimal client disruption.
- Provides proactive and responsive customer focused leadership, reaching back to corporate resources to mitigate risks and resolve any issues that may arise.
Required Experience/Qualifications
- Bachelor's Degree or higher is required.
- Degree in engineering, computer science, or information technology management or technical discipline is desired but not required.
- PMP is required.
- At least 15 years of DoD telecommunications program management, implementation and engineering experience required.
- Related DISA industry experience in information technology or engineering.
- Proficient in Microsoft Office Tools; specifically, Visio, Excel, and Project.
- Excellent communication, effective leadership, and interpersonal skills.
- Must be a US Citizen.
Special Requirements/Security Clearance
- Minimum SECRET Clearance required.

- Ability to type, communicate via telephone and sit for extended periods of time.
