Overview

The Budget Analyst is responsible for providing detailed financial analysis and support to the USARPAC TACS department. This role includes managing and overseeing budget planning, execution, and reporting, ensuring financial resources are allocated efficiently and in alignment with organizational objectives. The Budget Analyst supports the Site Lead in strategic decision-making by presenting financial information and forecasts.

This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities

  • Perform detailed budget analysis to monitor and manage financial resources effectively.
  • Assist in the development and maintenance of organizational spending plans.
  • Present and articulate financial information to a diverse group of stakeholders.
  • Use Microsoft Power Platforms, including Power BI, to create financial reports and dashboards.
  • Ensure compliance with financial guidelines and regulations.
  • Collaborate with the Site Lead and other team members to support strategic financial planning.
  • Manage travel and operational budgets within the potential 25% travel requirement.
  • Other duties as assigned.


Qualifications

  • Bachelor's degree.
  • At least 3 years of experience with the Army or Joint funding in a budget analyst role.
  • At least 3 years of experience performing detailed budget analysis.
  • Experience using Microsoft Power Platforms, including Power BI.
  • Experience assisting in the creation of organizational spending plans.
  • Ability to articulate and display financial information to dozens of stakeholders.
  • Secret Security Clearance required.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
  • Must possess problem-solving skills.
  • Exceptional communication skills, both oral and written
  • Ability to respond effectively to customers with a sense of urgency.
  • Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
  • Highly motivated with the ability to handle and manage multiple tasks at any one time.
  • Ability to forge new relationships, individual and teaming in nature.
  • Must be a Self-starter, that can work independently and as part of a team.


Desired Qualifications:
  • Experience with budget reporting through General Funds Enterprise Business System (GFEBS).
  • Experience managing Army and Joint funds at Echelons Above Brigade.
  • Experience with Army or Joint exercises in the INDOPACOM Area of Operations.
  • Working knowledge of Fiscal Law principles.
  • Experience creating Program Objective Memorandums (POMs).
  • Department of Defense Financial Management Certification Program (DoDFMCP) Certification.

Working Conditions
  • Professional office environment.
  • Must be able to work on-site at Fort Shafter, HI.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.

Pay Range

USD $85,000.00 - USD $92,000.00 /Yr.
