The Digital Modernization Group of Leidos has an opening for the Navy’s Service Management, Integration and Transport (SMIT) Piers Connectivity Services program as an Inside Plant/Outside Plant (ISP/OSP) Enterprise Piers Connectivity Architecture (EPCA) Technician. The SMIT contract will provide secure end-to-end Information Technology (IT) services to more than 400,000 hardware devices and 600,000+ users at over 1,600 Continental United States (CONUS) sites and over 82 OCONUS site across Asia, Europe, and the Middle East; constituting one of the largest combined networks in the world.

Under the Piers Connectivity Services portion of the contract, the Leidos team will provide pier side connect/disconnect service, network administration, and fiber optic cable repair supporting US Navy vessels arriving and departing from piers throughout the CONUS Theatre.

JOB SUMMARY:

The ideal candidate will manage day-to-day operations within the EPCA, supporting the connection and disconnection of U.S. Navy vessels. Core responsibilities include fiber cable and connector testing and cleaning, asset management, inventory tracking, and acting as the primary interface between vessel personnel, site leadership, and internal stakeholders.

The candidate will be expected to obtain critical skills through advanced training and certification programs and participate in regular status meetings with the project team. They will collaborate with team members to achieve project goals, adhere to established schedules, and resolve technical or operational issues as they arise.

Key performance expectations include meeting service level agreements for ticket creation, responding to vessel trouble calls, and assisting with monthly inventory reporting. A strong focus on IT services and a working knowledge of Navy networks and piers connectivity requirements are essential.

This role will serve as an ISP/OSP EPCA Technician supporting the Piers Connectivity Services Program and the SMIT contract. The technician will provide accurate, timely task execution updates to both the Government and the Piers Site Operations Lead. They will work closely with network operations technicians during engineering activities, pier connectivity actions, and the maintenance, repair, and replacement of cables.

Primary Responsibilities

•     Perform all tasks within scope and consistently meet service targets for connecting and disconnecting vessels at assigned pier locations.

•     Support schedule adherence by following leadership direction, executing assigned tasks, and providing timely progress updates.

•     Foster a collaborative work environment by working closely with fellow technicians and actively participating in knowledge sharing and cross-training activities.

•     Follow Standard Operating Procedures (SOPs) to carry out daily tasks, including riser inspections and cleaning, vessel connection/disconnection, cable inspection, and cable repair to restore full mission capability.

•     Leverage existing technical documentation—including “as-is” baseline information, SOPs, local procedures, and workload data (tickets)—to meet Service Level Requirements (SLRs) and performance metrics.

•     Perform asset inventories and reconciliations as directed, ensuring accuracy and accountability.

•     Coordinate the shipment of replacement parts, repair tools, test equipment, consumables, and other operational supplies.

•     Maintain professional, transparent, and respectful working relationships with customers, leadership, and team members.

•     Serve as a mentor to junior personnel, offering guidance and opportunities to develop project management skills.

•     Support fiber cable repairs related to the Piers Connectivity Services Program at your designated location.

Physical Requirements

•     Must be able to lift and carry up to 50 lbs over distances of up to 100 feet, and lift 25 lbs vertically while using ladders.

•     Must be capable of working in confined spaces (e.g., raised floors, communications closets) and noisy environments (e.g., data centers, operations centers, ship maintenance facilities). Must be able to sit or stand for up to 8 hours at a time.

•     Must be proficient with basic hand tools (e.g., screwdrivers, wrenches) for mounting active and passive equipment using small screws and brackets.

•     Must have normal color vision for identifying cable/wire colors, correctable vision to 20/20 or better for reading schematics and displays, and proper depth perception for working safely on ladders and in confined spaces.

•     Must be able to use and interpret data from digital test equipment such as Optical Time-Domain Reflectometers (OTDRs) and Optical Loss Test Sets (OLTS).

•     Must be able to drive a corporate vehicle to various job sites for project work and troubleshooting; a valid state driver’s license is required.

Basic Qualifications

•     U.S. Citizenship is required.

•     Must be able to obtain and maintain an active DoD Secret Clearance.

•     High school diploma with a minimum of 2 years of relevant experience.

•     Demonstrated expertise in IT enterprise operations.

•     Proficiency in Microsoft Office Suite for reviewing and maintaining program documentation.

•     Strong analytical skills with the ability to clearly communicate findings to leadership.

•     Ability to multi-task, self-prioritize, and work independently in a fast-paced, dynamic environment.

•     Excellent oral and written communication skills.

•     Strong customer service orientation and a collaborative, team-first mindset.

•     Strategic thinking and effective problem-solving skills with a results-driven approach.

•     Basic understanding of the technical scope of the project.

Preferred Qualifications

•     Prior experience with fiber optic cabling installation, testing, and repair.

•     NAVSEA Shipboard Fiber Certification (KITCO or equivalent).

•     Cisco Certified Support Technician (CCST) – Networking Certification.

•     Valid DoD 8570 IAT Level II Certification (e.g., Security+ or higher).

•     Strong leadership capabilities and the ability to mentor others.

•     Self-motivated and self-directed with a high degree of initiative.

•     Strong organizational skills with attention to detail.

•     Ability to prioritize and manage workload independently.

•     Excellent collaboration and relationship-building skills.

•     Independent decision-making ability and sound judgment.

•     Creative and analytical thinker with the ability to approach problems from multiple perspectives.

•     Effective communicator across all levels of an organization—from subject matter experts to senior leadership.
