Duties

A GS-0801-12, GENERAL ENGINEERING:
  • Plans and schedules work in a manner that promotes a smooth flow and even distribution.
  • Identifies need for changes in priorities and takes action to implement such changes.
  • Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues.
  • Provides advice to supervisor on significant issues and problems related to work accomplishment.
  • Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
  • Responsible for the acquisition, construction, maintenance, repair, and operating of real property facilities, and provides related management, engineering, and other support work.
  • Exercises authority in planning, directing, controlling and coordinating architectural or engineering activities.
  • Plans, schedules and assigns work; establishes and monitors internal controls; and ensures uniform application of regulations, policies, directives, and professional engineering practices.
  • Utilizes program and planning documents in determining real property facility requirements for programmed units and activities within the installation.
  • Oversees development and time phasing of operations and maintenance of real property facility and construction programs to ensure assimilation into the overall installation program.
  • Coordinates on plans, exchanges information, recommends policy or procedures and keeps apprised of new architecture and engineering developments.
  • Determines and coordinates acquisition and use of money, manpower, equipment and material.
  • Delegates authority, ensures coordination, and develops new managerial methods and techniques to increase program effectiveness and decrease costs.
  • Provides technical instructions and information on architectural, engineering and other technical requirements and assigns phases of projects to subordinate architects, engineers, engineering technicians, and draftsmen.
  • Directs and reviews establishment and maintenance of record drawings, related files, compilation of data for annual budgets and revisions thereto and project capitalization.
  • Prepares or directs the preparation of engineering and architectural drawings, specifications and independent cost estimates for the construction, modification and maintenance of a wide variety of military buildings, structures, pavements, grounds, and utilities systems.
  • Reviews architectural drawings, sketches, and specifications for technical adequacy, constructability, maintainability, operability, and interpretation in terms of requirements for manpower, supplies, and equipment.
  • Prepares for record and higher authority, studies, briefs, reports, summaries, etc., pertaining to the base engineering functions and responsibilities.
  • Exercises personnel management responsibilities normally found in positions at this level including identification of training needs for supervisors and technical staff members.
  • Develops and maintains effective engineering staff relationships with base and tenant organizations.
  • Identifies and discusses problems as well as corrective actions being taken, program status, including fiscal aspects of the engineering portion of the annual budget, and related matters of interest to the Commander and his staff.

  • Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Engineer intern and engineer in training does not meet the selective factor professional registration requirement.
  • Successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Must have a valid state driver's license for the state in which they live or are principally employed.
  • Must possess or be able to obtain a clearance within one year of appointment.
Qualifications

GENERAL EXPERIENCE :
Experience, education, or training in preparing technical and engineering drawings. Experience searching out and developing new or greatly modified methods and approaches to accomplish the Civil Engineering function. Experience in coordinating and negotiating with contractors and other personnel regarding engineering and administrative matters. Experience supervising and leading others within the Engineering Occupational Series.
Basic Requirements are under Paragraph A or B. If determining basic qualification requirements under Paragraph B. (Combination of education and experience) add the following 2 subparagraphs under Paragraph B. 2.

B. 2. 1. "Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A."

B. 2. 2. "Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination."
SPECIALIZED EXPERIENCE :
Must have 36 months or 1-year equivalent to at least next lower grade level specialized experience equivalent to the GS-11 in the federal service. Specialized experience is applying professional engineering principles, concepts, and practices in the design of construction or alteration projects involving large and complex buildings or major building systems; or the coordination of the activities of architects, engineers, tenants and construction contractors on such projects. Such experience must also include having independently managed projects and/or large portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.

Education

Education Requirements:
A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience.

You must meet the following education requirement to qualify for this position:
A. Degree: Engineering. To be acceptable, the program must:
  • (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
  • (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
    • (a) statics, dynamics;
    • (b) strength of materials (stress-strain relationships);
    • (c) fluid mechanics, hydraulics;
    • (d) thermodynamics;
    • (e) electrical fields and circuits;
    • (f) nature and properties of materials (relating particle and aggregate structure to properties); and
    • (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished
  • (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and
  • (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    • 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
    • 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
    • 3.Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
    • 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Substitution of Education for Specialized Experience:
Applicant must have three years of progressively higher level graduate education leading to a PhD. degree, or a PhD, or equivalent doctoral degree that is directly related to the position. OR

Combination of Education and Specialized Experience: Applicants must have a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
