Duties & Responsibilities:
The Site Security Manager (SSM) will provide expert recommendations, advice, and input during all phases of the project: Planning, Design, Initiation, Setup, and Accreditation to the Site Security Officer (SSO)/Security Accrediting Official (AO).
- The SSM will provide expertise to the US government throughout the construction process and ensure that all design reviews and final plans are done in accordance with the ICD-705, TEMPEST 1/13, and other DoD/IC Directives and Guidelines to ensure a final accreditation at construction completion.
- The SSM in conjunction with SSO/AO will prepare the Fixed Facility Checklist and TEMPEST Addendum as required for final facility accreditation. IAW DODM 5105.21 V2, An SCI indoctrinated site security manager (SSM) shall be designated by the component SSO for new construction.
- Manage the project's supporting CST/CAG staff, setting schedules and tasks as needed to comply with the requirements of the CSP.
- Utilize knowledge of all construction disciplines, to include civil architectural, mechanical, electrical and electronic engineering principles.
- The SSM will read and analyze designs and blueprints and recognize the architect's intended use.
- Analyze designs and structural complexities, which are intended to mask an ulterior purpose not intended by the architect.
- The SSM will exercise knowledge of TEMPEST construction principles and make recommendations to the AO and CTTA applying mitigation requirements for countermeasures.
- Write detailed reports in English and complete the analyses of issues, findings, and security situations, which require staff action.
- Prepare necessary waiver requests and forward to the AO for processing.
- Maintain daily activity logs.
- The SSM will ensure video recordings are reviewed for after hour Secured Storage Area (SSA) and Construction Site access irregularities.
Knowledge, Skills, and Abilities (KSAs):
- The Site Security Manager shall demonstrate familiarity and knowledge of the sixteen (16) standard divisions of construction and must have knowledge of technical listening devices commonly used by foreign intelligence services by citing SSM documentation and providing the completion of training.
- The SSM shall have an expert understanding of the ICD/ICS-705 (Version 1.5.1) as demonstrated by experience working on multiple ICD-705 projects. SSM Tasks shall include, but are not limited to:
- ICD 705 standards implemented and advise the AO of compliance or variances.
- In consultation with the AO, update the Construction Security Plan (CSP) regarding implementation of the ICD 705 standards. (This document shall include actions required to document the project from start to finish.)
- Conduct and document periodic security inspections for the duration of the project to ensure compliance with the CSP.
- Document security violations or deviations from the CSP and notify the AO within 3 business days.
- Ensure that procedures to control site access are implemented.
Minimum/General Experience:
- The Site Security Manager shall have at least three (3) years of security experience, specifically related to SCIF construction, Intelligence Operations, Counter-Intelligence Operations, Counter-Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these areas.
- The SSM shall have at least three (3) years of direct experience working on ICD-705 construction projects. Direct experience means working at the project location as a CST, SSM, or SME.
- The SSM shall have at least one (1) year in a leadership/management role on an ICD-705 Construction Security project(s). Leadership/Management means SSM or CST Lead.
Minimum Education:
- High School Diploma or equivalent
Required Certification(s):
- The SSM shall hold a valid certificate for the successful completion of a Twenty (20) Hours or greater Site Security Manager (SSM) Training Course taken within the last 3 years
- Must hold a valid certificate for the successful completion of a Forty (40) Hour or greater CST Training Course taken within the last 5 years.
