Summary / Objective:

This team provides support in the areas of Administration, Program Management, Engineering, and Logistics Programs associated with life cycle maintenance, modernization, and modification of Naval ships, unique platforms, new construction units and support facilities for Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP), an independent field activity of the Naval Sea Systems (NAVSEA) Command that is aligned under Program Executive Office Attack Submarines (PEO SSN). SUBMEPP's mission is to keep assigned Naval ships and submersibles safe, reliable, and affordable through use of its engineered life cycle maintenance and modernization products and services. SUBMEPP performs technical duties and responsibilities to provide and maintain engineered life cycle maintenance products in direct support of the Fleet, shipyards, industrial facilities, and NAVSEA.

  • Oversee overall financial management of the contract, ensuring all aspects of execution align with organizational goals.
  • Develop and maintain budgets to support program objectives and measure organizational performance.
  • Manage the preparation, generation, and review of monthly invoices to ensure timely and accurate billing (prime and subcontractor).
  • Review and verify charges against contract tasks for accuracy and adherence to budgets.
  • Validate expenditure plans by comparing them against approved budgets and funding allocations.
  • Provide and analyze financial data to prepare comprehensive reports for senior leadership decision-making.
  • Analyze program financial performance, including the preparation and review of Estimate at Completion (EAC) to ensure accurate forecasting and alignment with contract objectives.
  • Monitor and report projected funding run-out dates, providing critical updates to leadership and customers to ensure seamless financial support and avoid disruptions in program execution.
  • Collaborate with subcontractor financial and contractual teams to ensure effective communication and compliance.
  • Conduct financial risk assessments to compare budgets against forecasts and mitigate potential issues in program execution.
  • Create and track metrics to monitor contract execution performance at both the prime contractor and subcontractor levels.
  • Coordinate and reconcile contract funding modifications to ensure alignment with program needs and compliance standards (prime and subcontractor).
  • Assess compliance of products and procedures with government standards, accounting principles, internal controls, and system application standards.
  • Conduct training sessions for company personnel, government agency staff, or other stakeholders to ensure understanding and compliance with new budget procedures, financial processes, or updated policies.
  • Ensure all contract financial activities comply with FAR/DFARS regulations and government reporting requirements.
  • Monitor contract ceilings, funding levels, and burn rates to avoid overruns or funding gaps.
  • Collaborate with accounting teams to ensure timely collection of receivables and payment of subcontractor invoices.
  • Partner with program managers, contracts, and procurement teams to align financial goals with program objectives.
  • Act as a liaison between internal departments and external customers on financial matters.


Required education and qualifications:
  • Bachelor's degree in business, finance, or accounting.
  • Minimum 3 years of experience in government contract financial management, financial/cost analysis, or program finance.
  • Minimum 3 years of experience managing both prime contractor execution and subcontractor execution.
  • Proficiency in cost estimating, budget development, and financial modeling.
  • Experience with monthly invoice review, financial reporting, and variance analysis.
  • Advanced skills in Microsoft Excel (VLOOKUP, SUMIF, PIVOT Tables, etc.), Word, PowerPoint, and Teams.
  • Experience with Deltek Costpoint Accounting Software (Contract Management) is preferred.
  • Familiarity with IBM Cognos and MS Query.
  • Familiarity with Department of Navy, NAVSEA, WAWF, and eCraft systems.
  • Experience in audit support, financial modeling, and FP&A in a corporate setting.
  • Strong analytical and problem-solving skills with the ability to manage large data sets effectively.
  • Ability to manage concurrent assignments and meet tight deadlines.
  • Pro-active and self-motivated.
  • Excellent communication and interpersonal skills, with the ability to present complex financial data clearly.
  • Ability to work independently, as well as to work as a member of a team.
  • Possess a high level of integrity, attention to detail, and sensitivity to confidential information.

  • An active or current DoD Secret security clearance.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:
  • This position may allow for up to 20% telework.


Travel:
  • Ability to travel CONUS; potential to travel OCONUS
  • Travel up to 10% may be required.
