Description:
Bailey Information Technology, LLC is seeking a highly experienced Program Manager Master to provide strategic leadership and operational oversight in support of the Assistant Director for Health Care Administration (ADHCA) at the Defense Health Agency (DHA). This role plays a critical part in supporting the administration and management of healthcare delivery across all Department of Defense (DoD) Military Treatment Facilities (MTFs), ensuring the sustainment of both a medically ready force and a ready medical force within a unified Military Health System (MHS).
This position supports the Business Operations division within ADHCA, which encompasses military and civilian personnel management, manpower analysis, and resource management to enhance the overall mission effectiveness of DHA.
Key Responsibilities:

• Lead and manage the overall contract operations supporting the ADHCA, including coordination of complex and interrelated project tasks.
• Serve as the primary interface with senior-level DHA leadership to ensure alignment with strategic goals and mission execution.
• Provide programmatic leadership across multiple support functions including military and civilian personnel operations, manpower and resourcing initiatives.
• Oversee geographically dispersed teams to ensure high-quality, timely, and compliant deliverables.
• Develop and maintain detailed project plans and schedules, ensuring all activities are on track and aligned with program objectives.
• Facilitate regular engagement with client stakeholders to review progress, manage expectations, and address any risks or issues that may arise.
• Support the formulation and implementation of policies, procedures, and operational guidance to improve health care delivery and administration.
• Ensure full compliance with contract requirements and serve as the primary point of contact for all contractual matters.

Required Qualifications:

• Minimum of 5 years of consulting or directly relevant industry experience, preferably in support of DoD or federal health care operations.
• Strong familiarity with the Department of Defense (DoD) and the Defense Health Agency (DHA), particularly in the context of health care administration and military readiness.
• Proven ability to manage large-scale, multi-functional teams across multiple locations.
• Demonstrated success in client-facing roles, particularly with senior leadership and high-level government stakeholders.
• Excellent organizational, analytical, and communication skills.
• Ability to prioritize, manage, and execute complex initiatives under tight timelines.
• Active DoD security clearance or the ability to obtain one (preferred, if applicable).

Travel:
This role is based in Falls Church, Virginia, with occasional travel to other DHA or DoD sites as required.
