Bailey Information Technology, LLC is seeking a skilled and experienced Senior Action Officer (Program Manager Master) to provide high-level program management and operational oversight in support of the Risk Management Executive Division (RMED) within the Defense Health Agency (DHA). This position plays a critical role in supporting the DHA Cybersecurity Program by helping to establish and sustain key policies, governance, training, and business processes that align with DoD cybersecurity directives and mission objectives.
RMED leads the implementation of Department of Defense cybersecurity mandates and ensures consistent compliance and coordination across all DHA organizations. This contract position supports the Cybersecurity Policy Branch, ensuring that cybersecurity operations remain streamlined, cost-effective, and mission-focused.

This contract position supports the Cybersecurity Policy Branch, ensuring that cybersecurity operations remain streamlined, cost-effective, and mission-focused.
Key Responsibilities:
- Organize, lead, and oversee contract support operations involving multiple, complex, and interrelated cybersecurity-related projects.
- Serve as the principal point of contact for senior government stakeholders, maintaining consistent communication to ensure mission alignment and task execution.
- Support the development and implementation of cybersecurity policies, governance structures, and business processes in alignment with DoD and DHA directives.
- Collaborate with RMED leadership and key DHA entities to track and ensure compliance with cybersecurity mandates, including incident response, scorecard reporting, and policy issuances.
- Provide expert guidance and oversight on cybersecurity program documentation, ensuring it aligns with broader DoD and DHA strategies.
- Facilitate meetings with client and contractor personnel to plan, review, and deliver project milestones, ensuring adherence to schedules and quality standards.
- Analyze cybersecurity policy impacts and propose enhancements or modifications to improve effectiveness and efficiency.
- Ensure all deliverables meet performance standards and contractual requirements, proactively identifying and mitigating risks.
- Minimum of 5 years of consulting experience or directly relevant industry experience, preferably in a federal or DoD cybersecurity environment.
- Strong familiarity with the Department of Defense (DoD), Defense Health Agency (DHA), and cybersecurity policy frameworks.
- Demonstrated success in managing complex programs or projects with cross-functional teams in a highly regulated environment.
- Deep understanding of cybersecurity policy development, implementation, and compliance processes.
- Proven ability to interface with senior leadership and government clients in high-stakes environments.
- Excellent communication, organizational, and analytical skills.
- Ability to lead and coordinate efforts across multiple stakeholder groups and ensure strategic alignment with mission objectives.
