Areté is seeking a self-driven Program Manager to lead Terrestrial Sector Programs. The candidate will focus on managing the associated programs while identifying opportunities for business development with Small Business Innovative Research (SBIR), Small Business Technology Transfer (STTR), Internal Research and Development (IR&D) projects, and other competitive proposal opportunities. The candidate will direct all phases of programs from inception through completion including proposal, basis of estimates, development of statement of work, negotiations, cost, schedule, risk, staffing resources, CDRLs, test and delivery, and technical performance. Candidate will be the primary customer contact for program activities such as leading program reviews to discuss cost, schedule, and technical performance/status. Candidate will develop new business and expands current programs with stakeholders, aligning with Terrestrial sector strategic vision and priorities. This position can be based out of Tucson, AZ office and is an exempt, part - time role with the potential to expand to full time.

Primary responsibilities:
  • Manage program scope, technical team, staffing resources, risk, schedule, costs, budgets, and CDRLs for internally and externally funded programs.
  • For specific capture efforts, coordinate aspects of the business capture process including B&P funds, proposal team formation, proposal development, program costing, basis of estimate, review, editing, and contract negotiations.
  • Develop relationships with key members of customer community to develop capture insight regarding requirements, timing, and contract vehicle choices.
  • Assist in integrating new product concepts into cohesive future visions and opportunities.
  • Conduct after action reviews for business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
  • Participate in Terrestrial business capture planning activities.
  • Interact with all levels in Terrestrial and Areté including management, production, engineering, security, IT, and administration.

Experiences and Background We Look For:
  • Experience in program management or leadership related to DoD funded programs.
  • Bachelor's degree in engineering, aerospace field, or equivalent experience with at least 10 years of experience.
  • History of business development and capture including creation of proposals within the DoD.
  • Ability to build and maintain relationships with DoD agencies and industry partners.
  • Strong leadership abilities to manage cross-functional teams.
  • Ability to support multiple projects simultaneously.
  • Excellent written communication, verbal communication, and presentation skills
  • Experience with Microsoft Office Word, PowerPoint, Excel and SharePoint
  • Flexibility to travel as required.

Nice to Have:
  • Advanced degree Master of Science or Doctor of Philosophy in applied science, engineering or relevant technical field.
  • Technical experience associated with active and passive sensor systems including hardware, software, and algorithms.
  • Technical experience and understanding of modelling, simulation, atmospheric plume propagation, and advanced algorithms such as Artificial Intelligence (AI) and Machine Learning (ML).
  • Proven track record generating new or follow-on business with DoD customers.
  • Experience in capture of Small Business Innovative Research (SBIR) or Small Business Technology Transfer (STTR).
  • Experience working with US Army and other Service Branches.
  • Active security clearance or ability to obtain S clearance.
  • Experience with Deltek Costpoint and IBM Cognos.

The salary range for this role is $130,000 to $170,000; however, Arete considers several factors when extending an offer of employment, including but not limited to: the position and associated responsibilities, a candidate's work experience, education/training, and key skills
