Our Customer's Mission:
The USDA Digital Infrastructure Services Center (DISC) operates 24/7/365 to provide comprehensive on premises and cloud-based hosting services, including Disaster Recovery, security, and professional support services and operations to approximately 35 federal organizations. The USDA and other Federal partners depend upon DISC's highly complex and interconnected technology infrastructure to conduct their operations. To better support this mission, DISC is modernizing their technology by transitioning to a continuous integration, deployment, and code-based organization.
An average day:
As Oracle Cloud Infrastructure (OCI) Database Engineer, you will be responsible for designing, securing, and managing on-premises and cloud-based Oracle database environments, with a strong emphasis on Oracle Cloud Infrastructure (OCI). You will work directly with stakeholders to implement scalable, secure, and highly available solutions in OCI, while also supporting and migrating legacy Oracle RAC and on-prem middleware systems. This position requires a proactive, security-minded approach to automation, monitoring, and compliance across hybrid environments. In this position you will:

As Oracle Cloud Infrastructure (OCI) Database Engineer, you will be responsible for designing, securing, and managing on-premises and cloud-based Oracle database environments, with a strong emphasis on Oracle Cloud Infrastructure (OCI). You will work directly with stakeholders to implement scalable, secure, and highly available solutions in OCI, while also supporting and migrating legacy Oracle RAC and on-prem middleware systems. This position requires a proactive, security-minded approach to automation, monitoring, and compliance across hybrid environments. In this position you will:
- Provide 24x7/365 remote support services response as needed.
- Support automating tasks using client automation tools
- Review vulnerability reports and make necessary changes to client/customer environments to remediate per client policy
- Monitor Incident and Service Request queue and perform work per customer/client requirements in the timeframe requested
- Adhere to ITIL-based Incident and Change Management processes for all activities performed on behalf of customer
- Design solutions based on customer requirements
- Create high-level task lists to implement customer designs
- Communicate and report on tasks associated with customer implementation projects
- Participate in Agile project management and a DevSecOps culture as required
- Lead OCI engineering, provisioning, migration, and operational support of database environments.
- Implement and manage Oracle databases and services in OCI, including Autonomous Database, Oracle Cloud Database Service, and Oracle Exadata Cloud.
- Design and execute OCI migration strategies from on-prem to cloud, including lift-and-shift, re-platforming, or hybrid coexistence.
- Secure OCI environments per customer compliance standards; review vulnerability reports and apply remediations.
- Monitor and support OCI-native services such as Identity and Access Management (IAM), Vault, and Resource Manager.
- Automate OCI infrastructure deployment using Terraform, Ansible, or OCI Resource Manager.
- Support legacy environments including Oracle RAC, Oracle Grid Infrastructure, Oracle Middleware (WebLogic, Forms & Reports), and Oracle Tools (ODI, OWB, OBIEE).
- Contribute to Agile/DevSecOps practices; maintain Git repositories for infrastructure-as-code and database configurations.
- Develop and maintain documentation including system designs, high-level task lists, and implementation plans.
- Perform incident, problem, and service request resolution within SLA.
- Participate in federal audits and system hardening efforts in alignment with FedRAMP and FISMA requirements.
- Additional Technical Responsibilities:
- Other RDBMS: Manage MySQL and SQL Server databases in Linux and Windows environments.
- Scripting: Automate tasks using Korn Shell, Perl, Python, and related languages.
- Backup Tools: Utilize Tivoli Storage Manager and Veritas NetBackup for data protection and recovery operations.
- As a requirement of this position, all candidates must be a U.S. Citizen. In accordance with 8 U.S.C. 1324b(a)(2)(C) , Epsilon will not consider candidates for this position who do not meet the aforementioned conditions.
- 5+ years of experience with Oracle and 3+ years of experience with OCI.
- Expert-level experience with Oracle Cloud Infrastructure (OCI) services.
- Strong understanding of Oracle networking, identity, and security in a cloud context.
- Experience with cloud database migration tools and practices.
- Demonstrated ability to integrate OCI with enterprise automation tools (Terraform, Ansible, Jenkins).
- Working knowledge of hybrid architectures and OCI-to-on-prem connectivity (FastConnect, VPN).
- Strong written and oral communication skills in the English language. All contractor employees must be able to read, write, speak and understand English.
- Contractor personnel performing in a leadership capacity shall be capable of directing contractor personnel and interfacing with the Government and customers.
- Exceptional customer service skills.
- Strong time-management and prioritization skills.
- Ability to communicate applicable technical subject matter expertise to management and others.
- DISC follows the IT Infrastructure Library (ITIL) service operation best practices. It is important for the employees to demonstrate experience based on ITIL framework:
- ITIL v4 foundation knowledge
- Ability to apply and provide feedback on service operation model and practices.
- Oracle Cloud Infrastructure 2023 Certified Architect Associate/Professional
- Oracle Database Administration Certified Professional
- ITIL v4 Foundation Certification
- OCI Operations Associate (optional but beneficial)
- Must be able to pass federal background investigation and obtain a Public Trust
