Security Cooperation Analyst

As a Security Cooperation Analyst, you'll bring your subject matter expertise in Security Cooperation and Security Assistance policy , processes, authorities, planning, execution, and assessment to bear for the Department of Defense . You will provide program and project management skills, abilities and operational oversight for security cooperation and security assistance efforts to build allied and partner nation security force capabilities and capacity. You will work in partnership with U.S. interagency and international contributors. You will support the development, planning, tracking, execution, and maintenance of U.S.C. Title 10 authorized programs to Build Partner Capacity ( BPC ) and retain oversight of corresp ond ing Title 10 programs for Institutional Capacity Building ( ICB ) . You will guide program and project lifecycle assessments of training, equipping, and services to inform development of future programs which support U.S. Army client agility in resp ond ing to and reporting project changes. You'll steer the work we do for DOD and the solutions we deliver for Security Cooperation and Security Assistance planning. This position is located in the state of Hawaii.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $86,900.00 to $198,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. You Have:
- 5+ years of experience with Security Cooperation or Security Assistance program design, planning, execution, management, and assessment processes
- Experience collaborating with U.S. government entities and DoD or DOS Security Cooperation or Security Assistance programs
- Experience with creating, synchronizing, coordinating, and leading joint, inter-agency, cross-functional planning teams, working groups, and collaboration sessions with large groups across the DoD
- Experience preparing written products and oral briefings for Senior Leaders, speaking with senior military and civilian leaders frequently, and providing concise, impactful deliver able s such as information papers, planning documents, and briefings
- Knowledge of NDAA 2017 & 2022 mandated U.S.C. Title 10 and Title 22 authorities, to include §332 ( b ) Institutional Capacity Building, and §333 Building Partner Capacity
- Ability to travel up to 25% of the time
- Secret clearance
- Bachelor's degree
Nice If You Have:
- Experience in the Indo-Pacific region
- Experience with DOD pseudo-FMS / FMS equipment and training databases, including SCIP, DSAMS, or SanWeb
- Experience with U.S.C. Title 10, §321, §312, §332 ( b ) and §333 Information Systems of Record, including SOCIUM or OHASIS
- Experience with researching and analyzing DOD and DOS policies and directives to guide, develop, and present informed recommendations to support client requirements
- Experience as a DOD Foreign Area Officer
- Knowledge of formal DOD and U.S. Army staffing processes
- Graduate of School of Advanced Military Studies ( SAMS )
- Completion of DSCU Security Cooperation Management courses or Security Cooperation Management Policy , Programs, and Planning courses
- Project Management Professional Certification
- Security Cooperation Basic Certification
