The Surface Training Systems (STS) Program Office is the OPNAV single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy Surface Training Systems. This position requires to work in the office and visit the customer in the Washington Navy Yard on a required basis. Therefore, flexibility to a hybrid work schedule is allowed.
Serco is seeking a Navy Training Analyst to support PMS 339 Surface Training Systems Program Office in our Readiness and Acquisition division with planning, developing, and documenting Manpower, Personnel and Training Requirements for Navy Surface Ship Programs. The Readiness and Acquisition division is the single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy surface training systems.

In compliance with state and local laws regarding pay transparency, the salary for this role is $ 86,539.03 to $ 140,624.86 however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.

The Readiness and Acquisition division is the single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy surface training systems.
The Navy Training Analyst will provide analytic and administrative support to include:
- Work independently and function as a team player, always ready and able to attend meetings and briefings on the Program Manager's behalf.
- Provide subject matter expertise in various settings and products regarding Manpower Personnel Training (MPT).
- Lead and support Navy Training System Plans (NTSP), Ship Change Document (SCD), Integrate Logistic Certification (ILS) requirements for acquisition, modernization and sustainment.
- Act as an action item coordinator for taskers related to new acquisition, new construction, Fleet Introduction, modernization and sustainment efforts.
- Setup, present, staff and facilitate Program Office working group meetings.
- Research, analyze provide technical writing and staffing to meet applicable DoD, DON, OPNAV, NAVSEA instructions and PMS 339 direction.
- Develop briefs supporting programmatic pre-commissioning requirements.
- Leads and/or participate in working groups, program development forums, analytical activities, integrated product teams, training, education and other forums as required to accomplish contract requirements.
Qualifications
To be successful in this role, you will have:
- An Active Secret Clearance is required at time of application.
- Bachelor's degree and 5-7 years directly relevant work experience.
- In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
- Navy shipboard experience as Senior Enlisted / Junior Officer
- Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports.
- Proficiency in MS applications (Excel {Including Macros}, Word, Outlook, and PowerPoint.
- Effective writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.
- The ability to travel once a quarter or as directed to various CONUS locations.
- Ability to effectively translate and communicate technical details to senior leadership.
- Forward-thinking, highly motivated, and capable of being given an idea and maturing it into a product.
- Possess the ability to anticipate future requirements.
