Task Order Manager
Location: Fort Leavenworth, Kansas
Description:
We are seeking a Task Order Manager (TOM). Responsible for comprehensive management of all task order activities under the COWS contract supporting CAC Headquarters. This role requires authoritative oversight of technical execution, personnel coordination, quality assurance, and contractual compliance across all CAC-hosted environments, including the CAC-N SharePoint Portal, the CAC Public DNN EVOQ Website, and ADCCP-aligned hosting infrastructure.
This position is contingent upon contract award.
Job Responsibilities:
Act as the primary point of contact (POC) to the Contracting Officer Representative (COR) and Government leads for performance oversight, reporting, and risk mitigation.
Coordinate delivery across all Performance Work Statement (PWS) areas, including Operations & Maintenance (O&M), Help Desk support, content lifecycle workflows, and knowledge transfer.
Manage cross-functional teams utilizing Standard Operating Procedure (SOP)-driven execution and Configuration Management Database (CMDB)-based change tracking.
Conduct weekly status reviews and Quality Assurance Surveillance Plan (QASP) metric evaluations.
Serve as escalation authority for outages, security incidents, or schedule deviations.
Oversee transition plans, onboarding processes, surge modeling, and approval of COR-facing deliverables.
Validate security posture in compliance with AR 25-2, Security Technical Implementation Guides (STIG), Plans of Actions and Milestones (POA&M), and DoDI 8510.01 frameworks.
Required Skills:
Project Management Professional (PMP) certification or equivalent
ITIL v4 Foundation Certification
DoDM 8140.03 / DoDD 8570.1M IAT Level II certifications (e.g., Security+ CE)
Demonstrated practical experience managing enterprise-level IT projects/programs for federal clients
Extensive experience with SharePoint portals, Public HTML/DotNetNuke (DNN) portals, staging servers, and cloud-hosted applications supporting critical business operations
Proven expertise with AR 25-2 IT Level II, RMF, DFARS, FISMA, FedRAMP, and other relevant federal cybersecurity frameworks
Experience managing mission-critical IT systems in high-availability, 24/7 operational environments
US Citizenship required
Desired Skills:
PMP Certification along with Certified Scrum Master (CSM) or CompTIA Project+
ITIL v4 Intermediate Certification
CISSP or CASP+ Certification (DoD 8570 IAM Level II)
Microsoft 365 Certified: Enterprise Administrator
8+ years of experience with web operations and CAC/Army systems
Education and Experience:
Bachelor's degree in Information Technology, Computer Science, Business Management, or related field preferred.
Minimum of 6 years' direct experience in DoD/VA program leadership roles; 8+ years' experience preferred
