Position Summary:
ANSER is seeking a Sr. Advisor/DoD Land Use & Strategic Engagement to support the Hawaiʻi Coordination Cell (HCC) for Energy, Installations, and the Environment (EI&E) and Assistant Secretary of Defense for EI&E (ASD(EI&E)) all within the Office of the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)).

Full Time Salary Range for this position for this position:
$130,000 - $155,000 USD

Position Summary:
ANSER is seeking a Sr. Advisor/DoD Land Use & Strategic Engagement to support the Hawaiʻi Coordination Cell (HCC) for Energy, Installations, and the Environment (EI&E) and Assistant Secretary of Defense for EI&E (ASD(EI&E)) all within the Office of the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)).
Day to Day Responsibilities:
- Supporting the Senior Advisor, HCC EI&E in enhancing national defense capabilities with a specific focus on preserving and protecting land in Hawaii while also building and maintaining trust with the people of Hawaii.
- Assisting the Senior Advisor, HCC EI&E to foster collaboration, innovation, and coordination between State and local government agencies, military commands, the Hawaii National Guard, academic institutions, industry partners, relevant stakeholders, and community organizations to find creative solutions to address community concerns and build trust on matters related to Department of Defense's (DoD) land use in Hawaii.
- Supporting the Senior Advisor, HCC EI&E to ensure land retention-focused planning, community engagement, and overall communications of USINDOPACOM, the Secretaries of the Military Departments, and the Directors of Defense Agencies and DoD Field Activities in Hawaii are coordinated through a single, unified approach for property valuation, acquisition, and negotiation thus resulting in the retention of lands for primarily military use in Hawaii subject to expiring leases.
- Supporting the Senior Advisor, HCC EI&E in engaging and collaborating with the Hawaii Department of Land and Natural Resources and other Hawaii state and local officials to protect and preserve the lands in Hawaii on which the DoD operates.
- Assisting the Senior Advisor, HCC EI&E to establish and chair a DoD Hawaii excess land analysis group to identify properties that if required, could be part of a larger strategy supporting a sustainable DoD footprint.
- Supporting the Senior Advisor, HCC EI&E in drafting the Hawaii Military Land Use Master Plan and other congressional reports involving land in Hawaii
- Providing updates on activities and milestones associated with DoD land retention or land acquisition activities in Hawaii.
- Assisting the Senior Advisor, HCC EI&E in synchronizing efforts among the Military Departments for all DoD installations and environmental matters in Hawaii.
- Supporting the Senior Advisor, HCC EI&E to develop and implement a comprehensive strategy for land retention that incorporates political, statutory, operational, and temporal considerations.
- Helping to build new and maintain effective working relationships with counterparts in the defense establishment, interagency environment, senior State of Hawaii and local government officials and staff, including but not limited to the leadership of the Hawaii Department of Land and Natural Resources and the Hawaii Department of Health and Community leaders.
- Supporting the ASD(EI&E), DASD(IM&R), and Deputy Assistant Secretary of Defense for Environment Management and Restoration at the quarterly Hawaii Joint Land Use Board.
Required Qualifications:
- Active Secret security clearance
- 5+ years of relevant experience at Office of the Secretary of Defense (OSD)/Joint Staff/Interagency environment, or Higher Headquarters organization (e.g. Combatant Command (CCMD) equivalent or above)
- Possess extensive practical experience and the appropriate technical qualifications to include a comprehensive understanding of the federal and the State of Hawaii's environmental planning/management and land acquisition regulations.
- Demonstrated ability to provide excellent writing, organizational, and communication skills supporting senior leaders
Preferred Qualifications:
- Possess a knowledge of the military's role in Hawaii's history, possess a nuanced understanding of the evolving information environment and political landscape and infuse cultural literacy into DoD activities.
