Location: El Centro, California
Rate: $65/hour (1099 contract)

Blue Rose Consulting Group, Inc. (Blue Rose) is seeking On-Call Lead Behavioral Health Specialists to support children in DHS custody at federal facilities in El Centro, CA. This role ensures leadership coverage and clinical oversight in high-pressure environments along the U.S. Southwest Border.
As a Lead Specialist, you will guide a team of behavioral health professionals, provide direct support to CBP leadership, and contribute to program development and quality improvement initiatives.

In this leadership role, you will serve as the primary behavioral health point of contact for DHS leadership on-site, providing critical support across day and night shifts as needed. You will oversee care delivery, manage escalations, and help coordinate strategic staffing and child-focused operations.

What You'll Do

You will oversee care delivery, manage escalations, and help coordinate strategic staffing and child-focused operations.
Core Responsibilities
- Provide leadership, supervision, and clinical guidance to Child Well-Being Specialists
- Serve as the liaison between CBP leadership, DHS headquarters, and internal program teams
- Advise on complex child well-being cases and ensure timely clinical decisions
- Coordinate staffing allocations and deploy surge support when required
- Engage with federal and local agencies to enhance care coordination
- Oversee training, coaching, and performance reviews for team members
- Contribute to policy updates and system-level process improvements
This position is on-call and designed to provide surge leadership coverage during gaps or peak periods.
- Daily commitment: 8 hours onsite + 4 hours on-call (as needed)
- Shifts may include days, nights, weekends, and holidays
- Must be available to return onsite during on-call hours if needed
- Master's or Doctoral degree in a behavioral health field
- Active, unrestricted license as one of the following:
- Licensed Clinical Social Worker (LCSW/LICSW)
- Licensed Marriage and Family Therapist (LMFT)
- Licensed Professional Counselor (LPC)
- Licensed Psychologist (LP)
- At least 5 years of post-licensure experience in:
- Child development
- Trauma-informed care
- Clinical evaluation
- Minimum 2 years of supervisory or leadership experience in healthcare, behavioral health, or social services
- Strong interpersonal and team leadership skills
- Spanish/English bilingual preferred (minimum ILR 3/5 or equivalent)
- Ability to operate in dynamic, high-stakes environments with rapidly evolving needs
- Help protect and support vulnerable children in crisis
