Duties

1. Administers comprehensive medical assessments, physical assessments, and preventive medical services to Air National Guard (ANG) members. Performs comprehensive physical assessments of ANG members to include full physical assessments, significant past medical and surgical history, family history, social history, recording/reviewing current medications, and immunization history. Requests, orders, and interprets laboratory tests related to Individual Medical Readiness (IMR). Requests, evaluates, and applies the findings of radiological studies. When needed, requests consultations to assist on interpretation of abnormal studies and discusses the interpretation of abnormal studies with the member's treating provider. Services involve direct management of occupational/preventive medicine practices including, but not limited to, fitness for duty (FFD) assessments, annual, and Periodic Health Assessments (PHA), annual Web Health Assessments (WEBHA), Line of Duty (LOD) determination, Medical Continuation (MEDCON), Incapacitation (INCAP) pay, Convalescent Leave (CONLV), Disability Evaluation System (DES) Wing fitness questionnaires. Management of fly and non-fly waivers and assignment disability codes (ALC). Conducts face to face meetings relating to the Exceptional Family Member Program (EFMP). Performs person to person provider contact in mental health assessments. Manages medical assessments addressed by the Deployment Availability Working Group (DAWG). Manages Human Immunodeficiency Virus (HIV) Program (can be designated HIV provider). Manages the Medical Review Officer (MRO) portion of the Drug Demand Reduction Program (DDRP). Evaluates, verifies, and approves all MRO cases. Ensures all MRO processing timelines are met. Acts as the liaison among the Wing program manager, Air Force Medical Operations Agency (AFMOA), and National Guard Bureau (NGB)/Surgeon General (SG). Provides medical expertise for Wing programs: Law Enforcement Officer Safety Act (LEOSA) Program, Security Clearances, Arming and Use of Force (AUoF). Reviews civilian and military medical provider documentation and/or referrals to determine appropriate medical management of ANG members and required referrals including, but not limited to, aeromedical and operational dispositions. Supervisory oversight of full-time medical group aeromedical personnel (Flight Medicine) duties in completing medical case packages listed above before submitting to higher headquarters. Evaluates adherence to medical care plan to include scheduled medical, physical therapy, and mental health appointments.

2. Provides medical management of key Wing Deployment and Operational programs: Force Health Protection and Aerospace Medicine Program. Analyzes data across all medical programs and reports medical trends. Conducts records review for quality measures and reports findings with suggested process improvement. Performs occupational health related evaluations and conducts shop visits, water sampling, food inspections, Hearing Conservation, Fetal Protection, Respiratory Protections, Radiological Protection, Ionizing Radiation, Potable Water Quality, Hazard Communication (HAZCOM), and Quantitative Fit Testing Programs. Oversight of compliance and execution of deployment health assessments and other deployment related services, such as IMR, Immunizations, Separation History and Physical Examinations (SHPE), Pre and Post Deployment Health Assessment Program (DRHA, Automated Neuropsychological Assessments (ANAM), Provides operational medical expertise to installation unit commanders at all levels. Monitors assigned flying and Special Operations Duty (SOD) personnel to enhance aircrew health and safety and prepare/update AF Form 1041 log. Ensures medical care provided by civilian/military physicians is in accordance with the Approved Aircrew Medication List and appropriate Aircrew Waiver Guidelines. Oversees aerospace and operational dispositions and waiver requests. Provides grounding management by reviewing medical documentation, performing necessary physical assessments, preparing the DD Form 2992, and ensuring review/signature by the Flight Surgeon. Required to regularly observe and advise on aeromedical problems. Monitors preflight crew briefings, crew resource management (CRM) from show time to release. Monitors crew for potential health and safety concerns/hazards. Provides operational safety & mishap prevention briefings.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
Applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

SPECIALIZED EXPERIENCE :
A minimum of one full year of work experience as a certified physician assistant equivalent to the GS-9 grade level and completion of an accredited physician assistant educational program as described above

3. Provides technical medical & administrative leadership and serves as member of the professional medical staff. Guides, counsels, and supervises medical group full-time personnel. Professionally supervises full-time enlisted and civilian medical personnel. Participates in medical group and host Medical Treatment Facility (MTF) committees, as needed, such as Aerospace Medicine Committee (AMC), DAWG, Occupational and Environment Health Working Group (OEHWG), and Credentials. Provides relevant and timely information to these groups. Assists with decision making and process improvements. Works as liaison with federal, state, and local agencies in all matters related to aerospace medicine, preventative medicine, personnel reliability, and occupational medicine programs. Provides medical advice and guidance to bioenvironmental engineering, military public health, physiological training, human performance, flight safety, and others in support of the aerospace community. Participates in local disaster training exercises to maintain preparedness levels. Coordinates with local, state, and county medical emergency personnel to execute response in accordance with the medical group's Emergency Management Plan (EMP). As the delegated and technical medical authority of the Medical Group Commander, works directly with leadership at all levels to include, but not limited to, Wing Commander, State's ANG Director of Staff, State's Assistant - The Adjutant General (TAG), the State's TAG, and the NGB/SG. Provides policy guidance and interpretation to senior management officials to ensure compliance with medical aspects for the worldwide deployability of Wing/Group personnel, geographically separated units (GSUs), and tenant unit(s). Represents the Medical Group at national meetings, conferences, seminars and workshops to determine the impact of higher headquarters decisions on local programs. Analyzes, evaluates, monitors, and reports IMR for Wing, tenant unit(s) and GSU personnel. Ensures compliance with and preparation for readiness of unit compliance inspections, evaluations, audits, and staff assistance visits including Unit Effectiveness Inspection (UEI). Attends staff meetings, formal briefings, and spontaneous informal sessions regarding operations, unit deployments, exercises, and readiness or compliance inspections levied by USAF MAJCOM Inspector General's offices and other auditing agencies. Directs the preparation of reports, directives, correspondence, after action reports, and memoranda pertaining to health services programs. Directs, plans, develops, publishes, and implements policies and procedures within the established controls of higher command echelons. Oversees Management Internal Control Toolset (MICT) checklists; develops corrective action plans and root cause analysis. Represents and speaks on behalf of the Wing Commander with regard to ANG Medical Case Management issues with representatives of the NGB, the Office of the Adjutant General/Joint State Headquarters, and other military components. Serves as the installation subject matter expert for medical and dental health benefits regulated and outlined by the National Defense Authorization Act and through the Office of the Assistant Secretary of Defense, Health Affairs.

4. Serves as Credentials Manager, the principle advisor and manager for professional staff credentialing and privileging programs for the medical group. Coordinates with AFMOA and NGB/SG and medical group providers to complete credentialing and privileging requirements. Acts as liaison to ensure medical providers are credentialed and privileged appropriately for training and deployment.

5. Performs other duties as assigned.

EDUCATION:
  • Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant(external link) (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
  • Successful completion of the National Commission on Certification of Physician Assistants(external link) (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education(external link) (CME) and re-certification.
