Description
DNI is on the lookout for a dynamic Proposal Manager (PM) to play a crucial role in our business development and proposal management initiatives as we expand our horizons.
Under direct supervision of DNI's Proposal Team Manager, DNI's Proposal Manager is responsible for effective proposal management of government solicitations from time of release through submission, including coordination of proposal team, schedule, volume reviews and recovery, production ensuring an on-time, compliant response. As a member of the Business Development team, the PM focuses on entrepreneurship while both strengthening relationships with current partners and customers and servicing the government. The PM will be responsible for monitoring RFQ/RFI websites and emails for business opportunities and distributing relevant information to appropriate internal and external points of contact.

This position requires frequent use of Microsoft Office, Adobe Pro and GovWin. Basic copier knowledge is required for printing proposals (volumes, covers, spines, CD labels, tabs, etc.).
Skills & Expertise:
The Proposal Manager must be highly detail-oriented, particularly when reviewing and responding to RFPs, and must maintain strict accuracy in version control. This role requires strong customer service skills, along with excellent written and verbal communication abilities to effectively engage through email, Microsoft Teams, and teleconferences. The ideal candidate will be capable of working both independently and collaboratively in a fast-paced environment, managing multiple projects simultaneously. Familiarity with tribal and SBA regulations, as well as a strong understanding of and adherence to established Business Development (BD) processes and procedures, is essential.
Preferred Education and Experience:
10-15% for travel to conferences/training or corporate events

Requirements
- Take the lead in managing the entire proposal lifecycle following Shipley-based processes. You'll be responsible for crafting large, intricate proposals to guarantee timely, accurate, and top-notch submissions.
- Assist our Business Development Directors with crucial pre-RFP activities, including RFIs, Sources Sought responses, NDAs, TAs, and documentation for early-stage capture efforts.
- Review RFPs thoroughly to pinpoint key requirements, create compliance matrices and proposal outlines, and ensure prompt communication of critical deadlines and deliverables to all stakeholders.
- Develop and keep on track proposal schedules, action item lists, capabilities matrices, and data call responses, all while ensuring compliance and completeness of proposals.
- Facilitate proposal meetings, including kick-offs and tag-ups, making sure these gatherings yield productive updates and foster accountability.
- Collaborate with pricing teams, finalize past performance references, and oversee all color team reviews (Pink, Red, Gold), including recovery planning.
- Manage the final production process, conduct White Glove reviews, ensure on-time delivery, and oversee post-submission tasks such as responding to Evaluation Notices (ENs) and Final Proposal Revisions (FPRs).
- Coordinate and oversee subcontractor proposal contributions and data calls, adopting a proactive approach to integration and collaboration.
- Keep an eye on opportunity updates via GovWin, SAM.gov, and procurement inboxes while maintaining well-organized SharePoint repositories with all essential documentation and review materials.
From time to time, you'll engage in:
- Participating in monthly opportunity outlook meetings and reviews
- Joining weekly Gate Reviews to discuss future opportunities
- Engaging in weekly BD status meetings
- Taking part in annual BD meetings (strategy meetings/off-sites, etc.)
- Updating monthly reports as directed by the CBDO

- A minimum of 7 years of experience in proposal management.
- Comprehensive understanding of federal contract types (such as BPAs, GWACs, and GSA Schedules) and relevant regulations, including FAR and DFARS.
- Acquainted with government procurement tools and resources, including SAM.gov, FPDS, and GovWin.
- Adept at interpreting and applying bid evaluation criteria to ensure compliance and responsiveness of proposals.
- Exhibited leadership and independent problem-solving abilities.
- Outstanding written and verbal communication skills, with a strong focus on collaboration and stakeholder engagement.
- Effective skills in time management and prioritization, with the capacity to meet tight deadlines.
- Robust interpersonal skills with the ability to establish relationships across all organizational levels.
- Demonstrated capability to manage multiple proposals concurrently, varying in size and complexity.
- Proficient in the Microsoft Office Suite as well as collaboration tools such as Microsoft Teams and SharePoint.
- Practical experience in applying Shipley and/or APMP methodologies in proposal development.
