OVERVIEW:
  • Construction Security Plan (CSP) Development and Maintenance
    • Develop and implement a Construction Security Plan (CSP) in coordination with the Special Security Officer (SSO), Authorizing Official (AO), and Project Manager (PM).
    • Update the CSP as necessary to reflect changes in threat or risk mitigation strategies.
  • Security Strategies
    • Develop and apply security strategies to achieve the goals and objectives for construction security and accreditation of the project.
  • Project Coordination
    • Ensure all project coordination related to site security and CSP implementation is communicated through the SSO/AO and PM.
  • Security Requirement Compliance
    • Routinely review security requirements with the AO/SSO and PM.
    • Ensure compliance with ICD/ICS-705 (September 10, 2015) and inform the AO/SSO of any variances.
  • Site Security Inspections
    • Conduct periodic security inspections to ensure adherence to the CSP.
    • Document and report any security violations or deviations to the SSO/AO and PM within 3 business days.
  • Access Control
    • Implement and enforce procedures to control and deny unauthorized site access.
    • Maintain a list of all project workers and include it in the final SCIF accreditation files.
  • Personnel and Procedural Oversight
    • Oversee all aspects of personnel and procedural security for the construction security monitoring program.
    • Ensure security and surveillance resources are appropriately aligned with the construction contractor's schedule.
  • Record Keeping
    • Maintain Construction Security Technician (CST) documentation records throughout the project duration.
  • Material and Personnel Inspection
    • Develop and implement inspection methods for construction materials, tools, equipment, and personnel items (e.g., bags, lunch boxes).
    • Ensure SSM personnel perform thorough inspections of both finished and unfinished construction work.
  • Surveillance Operations
    • Coordinate and manage construction surveillance operations to maintain compliance with security standards.
  • Policy and Regulation Application
    • Apply extensive knowledge of DoD policies, ICD/ICS requirements, and administrative regulations to ensure compliance.
    • Develop and implement innovative techniques to support SCIF construction and accreditation.
  • Reporting and Documentation
    • Maintain accurate records and documentation necessary for SCIF accreditation.
    • Ensure timely communication and coordination with the USSOCOM SSO Office and Office of the Command Engineer.
  • Project Closeout
    • Oversee demobilization and project closeout activities, ensuring all security-related requirements are fulfilled.
  • Security Strategy Development
    • Develop and implement security strategies to support construction security and ensure successful facility accreditation.
  • Participation in Meetings
    • Participate in meetings, in-progress reviews, integrated concept and product teams, working groups, and design meetings as directed by the AO/SSO and PM.

REQUIRED QUALIFICATIONS:
  •  Seven (7) years of security experience specifically related SCIF construction, Intelligence Operations, Counter-Intelligence Operations, Counter-Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these experiences.
  • Three (3) years in a leadership/management role on an ICD-705 Construction Security project(s). Leadership/Management means SSM, SSC, or CST-Lead.
  • Familiarity with the sixteen (16) standard divisions of construction and must have knowledge of technical listening devices commonly used by foreign intelligence services.
  • Bachelor's degree from an accredited university in a security or intelligence field may supplement up to five (3) years of experience.
  • Certificate for the successful completion of a Twenty (20) Hour or greater Site Security Manager (SSM) Training Course.
  • Successful completion of a Forty (40) Hour or greater CST (CST) Training Course.
  • Expert understanding of the ICD/ICS-705 (version September 10rd, 2015) as demonstrated by experience working on multiple ICD-705 projects.
  • One (1) year experience working OCONUS.
