StraCon Services Group, LLC is growing and we are seeking a Program / Financial Management Analyst, Senior in Patuxent River MD to support our NAVAIR customer on a recently awarded long-term contract. The ideal candidate will possess a strong background in acquisition support, financial tracking, and data analysis; along with excellent communication skills, and the ability to work collaboratively with cross-functional Integrated Product Teams (IPTs) and senior leadership. A deep understanding of government budgeting cycles, regulations, and tools is essential to success in this position.
The Program / Financial Management Analyst Senior will be responsible for, but not limited to, the following requirements:
Essential Job Duties:
• Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and
product programs.
• Brief leadership weekly.
• Attend weekly Team meetings.
• Track expenditures, spend plans, purchase requests and budgets.
• Applies analytic techniques in the evaluation of program/project objectives.
• Analyzes requirements, status, budget and schedules.
• Applies government-instituted processes for documentation, change control management and data
management.
• Applies analytic techniques in the evaluation of program/project objectives.
• Performs management, technical, or business case analyses.
• Manage CSPT Budgets to assign funding authority.
• Tracks program/project status and schedules.
• Utilize Navy ERP to extract, analyze and interpret financial reports and prepare / disburse weekly and monthly funding status reports to the team and leadership.
• Attends, participates, supports, analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.
• Collect, compile, organize and interpret financial information to assist Lead BFM/IPT Lead with
recommendations for funding realignments/adjustments in response to changes in programs and/or funds availability.
• Coordinate with IPT leads and the Level 1 to plan funding in Common Spend Plan Tool (CSPT) and
execute the funding according to the plan.
Required Experience:
• Over 10 years of experience performing duties described in the functional description.
• Recent (last 3 years) ACAT acquisition experience supporting DOD programs.
• Mastery of Microsoft Word, Excel, PowerPoint, and Adobe Pro (to build Acquisition, PMR briefs, correspondence, pricing models, etc.).
• Proficient in DoD security standards, particularly security classification markings, dissemination control markings, and distribution statements.
• Proficient recent (last 3 years) experience the AMS to include CSPT and PMT, CDRL tool.
• Strong focus on CSPT and CDRL Tool.
• Firm understanding of appropriation types.
• Financial management experience should include knowledge of DoD Federal Management Regulations (FMR) and Planning, Programing, Budget, and Execution (PPBE) process.
• Recent (last 3 years) experience with Navy ERP, Wide Area Workflow (WAAF) process.

• MA/MS degree.
• Allowable education substitutions include:
• Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.
• Associate degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.
• Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

• U.S. Citizenship required.
• Must be able to obtain and maintain a Secret security clearance.
