The Unified Capabilities Operations Engineering (UC OE) Manager will drive Operations and Sustainment technical direction for multiple voice, video and gateway collaboration services. They will orchestrate, plan, report, and perform technical activities to execute DoD Information Network (DODIN) operational engineering globally.  Responsibilities include technical planning, system integration, verification/validation, and performing total system analysis (cost/risk/supportability) across several DISN enterprise collaboration and gateway services. The UC OE manager will guide multiple engineering and operations tasks simultaneously for a team of 85 geographically dispersed voice, video collaboration and network services engineers.

Subordinate teams are responsible for incident escalation, change, configuration, and problem management for several enterprise services to include Enterprise Voice over internet Protocol (EVoIP), Enterprise Classified Voice over Internet Protocol, (ECVoIP), Global Video Service (GVS), DoD Mobility Classified Capability-Secret (DMCC-S), Senior National Leadership Communications (SNLC), Defense Enterprise Classified Travel Kit (DECTK) and the Defense Red Switch Network (DRSN). The UC OE manager will engage in remediation of complex network events to identify root cause and resolve service impacts in a timely manner leading to high availability above Service Level Agreements. Participates in post mortem activities related to significant Incident and Change Management Activities. Works closely with other functional area managers to collaborate across functional areas for standardization and additional efficiencies. Multidisciplinary knowledge across technologies and ITIL related process management.

Primary Responsibilities:
  • Lead, direct, review and oversee all aspects of large-scale voice, video and gateway network service architecture.
  • Oversee engineering project progression network operations and support activities for Cisco, Juniper, Avaya, Ribbon, Oracle and peripheral management solution environments.
  • Support preparation and review of technical implementation plans to provide integrated solutions, including actions, milestones, timelines and critical paths required for complete solutions.
  • Coordinate subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions
  • Identification and management of issues, risks, dependencies
  • Collaborate with key partners in various technologies to de-conflict efforts
  • Status reporting to the Operations Engineering Service Delivery Manager and customers
  • Creating, documenting, and executing action plans
  • Work with the customer and external stakeholders to accomplish program goals in which we are dependent on them completing tasks
  • Manages multiple aspects of engineering tasks simultaneously
  • Monitor, adjusts and reports on operations performance and schedule
  • Develop technical briefings, standard operating procedures, technical guidance or status reports and present to senior leadership
  • Develop and/or respond to Rough Order of Magnitude, Whitepapers, Request for Information and Request for Proposal’s
  • Identification and management of issues, risks, dependencies
  • Collaborate with key partners in various technologies to de-conflict efforts, identify innovation opportunities, gain efficiency while increasing operability
  • Participate in subordinate employee recruitment, selection, training and work assignments
  • Some travel may be required (10%)

 

Qualifications:
  • Bachelors degree or equivalent experience and 5+ years or prior relevant experience or Masters with 3+ years of prior relevant experience. Generally has 2+ years of experience supervising or leading teams or projects.
  • Proven ability to communicate effectively with both technical staff and business customers
  • In-depth experience enterprise network service engineering, incident management, problem management, change management, performance management, and release and deploy
  • Working knowledge of Voice application service networks, to include network appliances (e.g., Unified Communications Managers (Call Managers), voice switches, media gateways, routers, load balancers, firewalls)
  • Technical depth in network collaboration service protocols (SIP, H.323) and network architecture (BGP, OSPF, DHCP, DNS, TCP/IP, WAN, VPN, VLAN, VRF, etc)
  • Technical depth in system administration operations and sustainment.
  • Experience with virtualization environments (i.e. VMware and other hypervisor solutions)
  • Ability to make decisions and escalate when needed
  • Self-starter, ability to work independently with little to no supervision
  • Knowledgeable in Information Technology Infrastructure Library (ITIL) Foundation and its 34 management practices.
  • Currently possess an active DoD Secret Security Clearance with ability to obtain TS/SCI
  • Ability to obtain DoD 8570 certification at IAT level II, Security+ CE
  • Strong written and verbal communications, team building and collaboration skills
  • Strong working knowledge of Microsoft Office products



Additional Desired Qualifications:
  • Network certifications such as but not limited to, Cisco collaboration or network certifications (CCIE, CCNP, CCNA, etc.), Juniper certifications (JNCIA, etc.), security certifications (Security + CE, CISSP, etc.)
  • ITIL 4 certification

Pay Range: Pay Range $89,700.00 - $162,150.00
