Description:
You will be the Proposal Analyst Sr, responsible for developing, planning, and scheduling proposals in accordance with estimating policy, Federal Acquisition Regulations (FAR), and Defense Federal Acquisition Regulations (DFARS) requirements. Our team is responsible for delivering exceptional proposal development and pricing strategies to drive business growth and success.
What You Will Be Doing
As the Proposal Analyst Sr, you will be responsible for shaping, developing, and maturing business case analyses and cost methods to create a comprehensive bid/price strategy.
Your responsibilities will include:
• Developing and implementing initiatives to increase profitability and cash flow
• Acting as the estimating lead on proposals, compiling cost, schedule, and technical elements to develop proposals in accordance with Request For Proposal (RFP) specs
• Coordinating the collection of cost, scheduling, and performance elements from functional departments
• Performing financial modeling and analyses related to major proposals, including rate studies and analysis, business case development, cash flow analysis, NPV, and IRR
• Presenting analyses and recommendations to leaders
• Researching and analyzing historical data to develop cost models and support proposal efforts
• Participating in should-cost and pricing reviews with management and customer representatives
• Participating as a member of the contract negotiating team and interacting with DCAA and other audit agencies
• Initiating process improvements to enhance productivity and efficiency within pricing and estimating functions
• Providing day-to-day direction and guidance to less senior Proposal Analysts
• Developing, communicating, and implementing Estimating and Pricing policies and procedures

Basic Qualifications:
Ability to obtain a security clearance (Secret)
Strong Microsoft Office skills including Excel
Previous fact finding/negotiation experience
Previous experience working in MFC EFS System
TINA process and requirements and Certification
Strong written and verbal communication skills
Desired Skills:
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience; or 8 years of professional experience with a related Masters degree.
MFC systems (EFS/SAP) and processes to include:
- EPP preparation and presentation
- BOE Development and Generation
- RAC review process
- Proposal strategy and analysis
- Cost volume preparation
- Review of RFP requirements
Ability to multi-task
Ability to lead proposal activity from RFP through negotiations /certification
Proactive self-starter

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
