Responsibilities

Noblis is seeking a technically adept individual that has a passion for engaging and developing solutions for complex topics and issues for our client's Identity Management & Facial Recognition program located in Reston, Virginia.

The selected candidate will thrive in a dynamic, unstructured environment that blends both virtual and in-person workspaces. They will take the initiative to engage with government officials, technical leads, capability developers, engineers, and program/project managers across both industry and federal sectors.

This individual must be passionate about delivering thorough and precise analysis, have a keen eye for detail, and be highly proficient in communicating complex ideas both in writing and verbally to technical teams and senior government officials. Responsibilities Include:
  • Technical Development: Provide subject matter expertise to support the design, development, and implementation of identity management and facial recognition algorithms and systems.
  • Technical Standards: Develop and implement technical standards and protocols for identity management and facial recognition projects.
  • Problem-Solving: Troubleshoot and resolve technical issues as they arise, providing solutions to ensure project success.
  • Innovative: Keep up to date with the latest technologies and trends in identity management, facial recognition, and biometrics. Assist the client to envision impactful research initiatives addressing client organization needs.
  • Compliance: Ensure compliance with industry standards and regulations related to identity management and facial recognition technology.

This is a hybrid role with the ability to come into office 1 to 2 days a week.

Required Qualifications

  • Active Secret security clearance.
  • US Citizenship is required.
  • Bachelor's degree in Computer Science, Electrical Engineering, or related field.
  • Minimum of 8 years of experience in facial recognition technology, identity management, image quality, computer vision, or related field.
  • Proficiency in image algorithm processing, testing, and quality evaluation. Knowledge of identity management and biometric systems, vendors, interfaces, and standards.
  • Strong leadership and team management skills, with the ability to mentor and guide technical staff.
  • Must currently possess or have the ability to obtain a Project Management Professional (PMP), Lean Six Sigma, Certified Scrum Master (CSM), Scaled Agile Framework (SAFe) certification, or similar certificate related to project/program planning, collaboration, execution, quality, or delivery.


Desired Qualifications

  • Master's degree or PhD in Computer Science, Electrical Engineering, or related field is preferred.
  • Experience identifying risks, developing, and implementing courses of action to mitigate risks.
  • Experience documenting processes, procedures, and best practices related to identity management, biometrics, facial recognition, and/or image quality.
  • Experience with artificial intelligence (AI), to include machine learning, neural networks, and natural language processing (NLP), computer vision, or deep reinforcement learning.
  • Experience in project management, including budgeting, scheduling, and resource allocation.
  • Experience with the software development lifecycle (SDLC) process, SAFe Agile principles/methodologies, and experience modernizing processes.
  • Experience with image processing, database management, and data manipulation.
  • Experience with cloud vendors, cloud capabilities, and processes.
  • Experience with the Department of State, specifically with Consular Affairs operations and particularly, their VISA and Passport systems and processes.
  • Experience with U.S. and/or international agencies or organizations that are involved in biometric, identity, and access management efforts.
  • Experience crafting and communicating (written or verbal) highly effective analytic assessments, technical reports, and products.
  • Proven ability to juggle multiple tasks in a deadline-driven environment, and to deliver against deadlines with speed and accuracy.
  • Strong communication skills, both written and verbal, to effectively collaborate with team members and stakeholders.
  • Excellent problem-solving skills and the ability to troubleshoot complex technical issues.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
