IPPS-A Data Partner Manager - Position Description
Red River Technology is seeking a Data Partner Manager to manage the migration of the IPPS-A data partner data interfaces to the Oracle Cloud. Our team is migrating the Army IPPS-A application from on-premises equipment to the Oracle Cloud. As part of this effort, a number of interfaces (~85) which IPPS-A uses to share data must also be migrated.

Red River Technology is seeking a Data Partner Manager to manage the migration of the IPPS-A data partner data interfaces to the Oracle Cloud. Our team is migrating the Army IPPS-A application from on-premises equipment to the Oracle Cloud. As part of this effort, a number of interfaces (~85) which IPPS-A uses to share data must also be migrated.
Responsibilities:
- Develop and execute a comprehensive migration strategy and plan.
- Lead and mentor a technical team of 3-5 individuals through development, testing, and deployment phases.
- Collaborate closely with Oracle's technical team to align migration activities with the overall Cloud Migration schedule.
- Conduct detailed discovery to thoroughly understand and document all functional and technical requirements needed for interface migration.
- Serve as the primary liaison to approximately 85 data partners, establishing and maintaining effective and trusted relationships to ensure successful migrations.
Qualifications:
Required:
- 8-12 years of relevant experience in data management, software development, or technical project leadership.
- Proven experience leading data science, software development, or technical migration teams.
- Strong understanding of data and file-sharing technologies, including Kafka, point-to-point integrations, and various file transfer protocols.
- Comprehensive knowledge of cloud computing concepts and experience with cloud infrastructure.
- Active DoD SECRET Clearance.
Preferred:
- Experience handling sensitive DoD financial and personnel data.
- STEM degree (Science, Technology, Engineering, Mathematics).
- Relevant technical certifications such as PMP, SAFe Agilist, Prince2, or similar.
- Oracle Cloud certifications highly desired; AWS or Microsoft Azure certifications acceptable initially, with expectation to obtain Oracle Cloud certifications within six months of hire.
