This position is located in the Morale, Welfare, and Recreation (MWR) Department, Naval Base Ventura County (NBVC). As a Recreation Director, the incumbent assists the Installation Program Manager with the recreation and food and beverage programs. The purpose of the position is to provide for the supervision, management, control and execution of MWR programs and support functions. The incumbent acts as the division manager for all MWR Department operations. Responsible for ensuring that all aspects of these programs are in compliance with Department of Defense, Department of Navy, Commander, Navy Installations Command (CNIC), and Commander, Navy Region Southwest (CNRSW) policies, regulations, and instructions.
Principal assist to the community support programs (CSP) director, the Recreation Director fully shares with the CSP director in the direction of all Morale, Welfare and Recreation programs. Plans, directs and coordinates the efforts of MWR department staff in the performance of their tasks, functions and duties.
Exercises executive management control of the following department divisions: Recreation division (includes Athletics, Auto Skills, Storage Lot Parks, and Picnics, Information Tickets and Tours (ITT), Aquatics, Fitness Center, Liberty, Bowling Center, and administrative support personnel.
Plans, develops, organizes, implements and coordinates program hours of operation staffing requirements etc., that provides a for a comprehensive well-balanced community recreation program that services all active duty, retirees and their dependence and authorized civilians.
Plans and submits recreation division financial (appropriated and non-appropriated funds) budget to the CSP director for approval and operates within those parameters. Unless otherwise directed.
Coordinates facility maintenance (internal and external) for future facility planning requirements including development, planning, and execution of pre-INVS and INVS documents and requirements.
Serves as department representative for liaisons with professional associations, private organizations command interest groups (ombudsman, advisory boards) and provides information regarding the department and expertise as appropriate.
Prepares/reviews division correspondence for approval by the Installation CSP Director which includes, but is not limited to, standard operating procedures, command instructions, routing of documents, and response to inquiries. Ensures management information systems flow smoothly internally and externally to keep responsible parties appraised of existing conditions affecting them on continuous basis.
With the CSP Director, provides technical advice to the Commanding Officer, concerning the development, conduct and the safe and efficient operation of all MWR activities. Reviews the fiscal requirements of the MWR Department, evaluates operational and financial results, and formulates plans designed to enhance fiscal year end results. Coordinates and reviews quarterly and annual budget submissions, monitor's progress versus financial projections. Plans, direct, reviews, modifies and assigns work to section supervisors to ensure MWR Department responsibilities are accomplished. Approves/disapproves, work schedules and leave request.

- This position requires an extensive knowledge of the goal's principles and techniques of recreation and club management.
- The incumbent must have a good understanding of the Interest and motivations of individuals and groups as related to leisure time, recreational and food and beverage activities.
- This position requires a sound knowledge of recreation, and/or club operations must be knowledgeable within the current instructions, directives, manuals, and regulations. Both local and from higher authority that govern the program, a sound knowledge of non appropriated fund personnel procedures is essential.
- Must possess a thorough knowledge of food and beverage management, recreation and financial management, including budget, cost and profitability analysis and internal controls, purchasing, and cash flow management.
- Must have knowledge of general business principles for financial planning/reporting and of the Department of the Navy budget process methods for APF and NAF funds to ensure optimum use of resources. Ability to plan, present, and execute budgets and to analyze impact on programs and to forecast long term funding requirements.
- Must be capable of organizing and operating several facilities/programs simultaneously.

Reviews the fiscal requirements of the MWR Department, evaluates operational and financial results, and formulates plans designed to enhance fiscal year end results. Coordinates and reviews quarterly and annual budget submissions, monitor's progress versus financial projections. Plans, direct, reviews, modifies and assigns work to section supervisors to ensure MWR Department responsibilities are accomplished. Approves/disapproves, work schedules and leave request.
Performs other related duties as assigned.

- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.

- Work may require considerable physical exertion while instructing or guiding participants in a variety of activities.
- Hours of work will vary as required by the needs of the program to include split days off, evenings, weekends and holidays. May be required to work early, late, and on weekends and holidays.
- Subject to recall regularly.
- Must possess and maintain a valid state driver's license for operating government vehicles.
- Must be able to obtain and maintain First Aid and CPR certifications.
- Travel to remote and isolated island required.
- REMOTE and ISOLATED duty station-- lodging is included ON SITE at SNI only.
Qualifications

A qualified candidate possess the following:
- This position requires an extensive knowledge of the goal's principles and techniques of recreation and club management.
- The incumbent must have a good understanding of the Interest and motivations of individuals and groups as related to leisure time, recreational and food and beverage activities.
- This position requires a sound knowledge of recreation, and/or club operations must be knowledgeable within the current instructions, directives, manuals, and regulations. Both local and from higher authority that govern the program, a sound knowledge of non appropriated fund personnel procedures is essential.
- Must possess a thorough knowledge of food and beverage management, recreation and financial management, including budget, cost and profitability analysis and internal controls, purchasing, and cash flow management.
- Must have knowledge of general business principles for financial planning/reporting and of the Department of the Navy budget process methods for APF and NAF funds to ensure optimum use of resources. Ability to plan, present, and execute budgets and to analyze impact on programs and to forecast long term funding requirements.
- Must be capable of organizing and operating several facilities/programs simultaneously.
Education
A four-year undergraduate degree in Recreation or three years of comparable experience that illustrates a progression in management experience is required. Possesses comprehensive knowledge of recreation policies, requirements, administrative practices and procedures relating to the planning, budgeting, scheduling, and coordinating of recreational programs and the efficient operation and utilization of facilities and equipment.
