Overview
The GBS Group, an engineering services and consulting firm, is seeking a Project
Controls Analyst for our Federal Division. The GBS Group is a commercial and
government engineering services firm with a variety of contract types, but this position focuses on government contracts.
Responsibilities include but are not limited to:
The Project Controls Analysts are responsible for supporting Project Managers in
overseeing the financial health of projects assigned by analyzing costs, revenue, risks
and pricing. The Project Controls Analysts compile and analyze financial information for government contracts. Successful candidates should also be comfortable with
performing other administrative functions as needed since we work in a team
environment. This position reports to directly to the Project Controller Manager. The
Project Controls Analysts will predominantly be responsible for Invoicing, Contract
Functions and Financial Reporting as outlined below:

The Project Controls Analysts are responsible for supporting Project Managers in

Project Controls Analysts will predominantly be responsible for Invoicing, Contract
Functions and Financial Reporting as outlined below:
Invoicing:
- Review and approve expense reports.
- Gather information and generate invoices for internal approval.
- Format and finalize invoice to submit to customer.
- Send invoices to customer and respond to any customer inquiries. Enter Government invoices into WAWF (Wide Area Work Flow).
- Ability to reconcile invoices with accounting system and excel tracking sheets.
- Familiarity with multiple CLIN/SLIN/ACRN's on one invoice..
- Familiar with DFAS payment office
- Able to read contracts to make sure invoices are created and follow the Customer/DCAA/FAR requirements.
- Familiarity with CPFF invoicing is a plus.
Financial Reporting:
- Performs financial forecasting and reconciliation of project accounts.
- Prepare financial deliverables to customers.
- Support program & account managers in budgetary and financial functions associated with workforce funding. This includes labor and travel expenses.
- Develop integrated revenue/expense analyses, projections, reports, and presentations.
- Assist Account Managers in preparation of Invoice and Cash Flow Schedules.
- Creates and analyzes monthly/quarterly/annual reports and ensure financial information has been accurately recorded.
- Using accounting system, generate reports and check for accuracy.
- Responsible for tracking division's contracts and subcontract purchase orders.
- Assist with development of proposals in response to solicitations and requests for quotes.
- Responsible for preparing informal estimates to clients.
- Familiarity with eCRAFT reporting is a plus.
Contract Functions:
- Ability to understand and clearly communicate the requirements of contracts to the project teams.
- Reviews contract documents and creates WBS Codes to enter in Accounting System.
- Enter new jobs and modifications into the accounting system.
- Add employees to job in the accounting system.
- Assist Contracts on correspondence to the government that require rate and/or billing analysis.
- Prepare other special financial reports as needed.
- Understanding of government contracts, TIs (Technical Instructions), CLINs/SLINs, is a bonus.
Candidates for this position must possess the following professional experience
and qualifications:
- Bachelor's degree in Finance, Accounting or equivalent.
- Minimum of three (3) or more years of experience in project and cost control, or as a pricing specialist.
- Ability to obtain and maintain a secret security clearance
- Strong MS Office Skills, specifically in MS Excel. Experience with Microsoft Power BI is a plus.
- Strong numerical and analytical skills, excellent planning and organizational skills while working on a timeline.
- Ability to provide professional references.
- Permission to contract previous employers.
- Ability to work with minimal guidance and take ownership of work product.
- Ability to work well with others in an open environment.
- Ability to effectively and professionally communicate with management and customers as well as present well-researched information in meetings.
- Must strive for excellence in all aspects of job performance.
Desired Characteristics:
- Demonstrates accuracy and thoroughness, strong attention to details and ability to identify issues and inconsistencies.
- Should have a general understanding of contract types (especially Cost Plus Fixed Fee).
- Government contract experience.
- Knowledge and understanding of Government contract rate structures; DCAA and FAR familiarity.
- Understanding of GAAP strongly preferred.
- Prefer candidates with expertise in accounting, contracts/subcontracts development and law, or PMP.
- Communication and collaboration skills.
- Must be able to work independently under general supervision. A certain degree of creativity and latitude is required.
- Previous experience with accounting software applications is a plus.
- Occasional travel may be required.
