Position Title: IFTDL Program Assistant/Computer Operator IV

Duties and Responsibilities

The IFTDL Program Assistant resolves a variety of difficult operating problems (e.g. making unusual equipment connections and rarely used equipment and channel configurations to direct processing through or around problems in equipment, circuits, or channels or reviewing test run requirements and developing unusual system configurations that will allow test programs to process without interfering with ongoing job requirements). In response to computer output instructions and error conditions or to avoid loss of information or to conserve computer time, operator deviates from standard procedures. Such actions may materially alter the computer unit's production plans. This operator may spend considerable time away from the control station providing technical assistance to lower level operators and assisting programmers, systems analysts, and subject matter specialists with resolution of problems. Duties include the following:
  • Perform ad-hoc SQL queries of the Alcohol and Drug Management Information Tracking System (ADMITS) database to obtain both Navy and Marine Corp statistical data on drug and alcohol trends. Respond to requests to correct erroneous data within ADMITS and Internet Forensic Toxicology Drug Testing Laboratory (IFTDTL) databases) and coordinate with system hosting facility to insert, update and delete commands, data and run report.
  • Compile technical reports that provide analysis and comparison of data retrieved from ADMITS and IFTDTL databases.
  • Provide technical support assistance to Drug Detection and Deterrence on updates and maintenance of IFTDTL web portal.
  • Coordinate with the system hosting facility to research, create and update web reports that retrieves statistical data from the ADMITS database
  • Import Marine Corps Drug and Alcohol Reports and respond to Marine Corps requests for reports and statistics concerning alcohol and drug trends.
  • Respond to help desk inquiries in support of the ADMITS and IFTDTL web application. Assist users in gaining access to the system and troubleshooting problems with access including password resets, account privileges and using the application.
  • Function as the technical point of contact for field users of the IFTDTL web application. Provide assistance to users in completing on-line data entry forms and producing queries using various reports menus.
  • Upload incident report data to the database using the web application from Drug and Alcohol Reports (DARS) provided by field users.
  • Provide technical assistance to the application users regarding the most effective and efficient automation approaches.
  • Process and monitor accounts and associated documentation, maintaining account files of users for accuracy and completeness.
  • Monitor IFTDTL accounts for commands not using web based results and coordinate with appropriate ADCO's to contact and register these commands.
  • Monitor IFTDTL accounts for commands not utilizing web based results and coordinate with appropriate ADCOs to contact and register those commands without system access.
  • Provide assistance to Alcohol and Drug Control Officers (ADCOs) in contacting commands with pending laboratory results.
  • Reconcile data imported from IFTDTL to the ADMITS system to ensure 100% transfer.
  • Attend any required NADAP program associated trainings, meetings and conferences conducted at various CONUS/OCONUS site locations.
  • Perform other administrative duties within ADMITS.

Knowledge and Qualifications
  • High School Diploma or equivalent.
  • Minimum of five (5) years relevant experience in substance abuse policy and programs to include managing ADMITS and IFTDL databases.
