Position Summary:

ANSER is seeking a Senior Systems Engineer to support a large-scale Department of Defense Chief Information Officer (DoD CIO) program supporting Information Enterprise (IE) and Special Access Programs (SAP). In this role you will provide guidance and expertise for systems and data governance policies including framework development in accordance with SAP IT and DoD directives and mission-critical systems.

Day to Day Responsibilities:
  • Provide support for integrated digital engineering into the DoDs SAP community.
  • Perform activities that integrate digital engineering into the DoDs SAP community which is critical ensuring that highly sensitive defense projects remain competitive, secure, and aligned with national security objectives and modern technological standards.
  • Conduct comprehensive assessments and analysis of existing architecture to identify inefficiencies, bottlenecks, security vulnerabilities, or technology gaps.
  • Evaluate the current enterprise architecture for compliance with DoD directives, policies, and standards.
  • Identify risks associated with the current architecture, including technology, security vulnerabilities, and compliance issues.
  • Conduct a gap analysis to identify discrepancies between the current state and desired state of the environment. Propose risk mitigation strategies.
  • Create an implementation roadmap detailing the steps needed to transition from the current state to the future state.
  • Develop and implement a framework that defines roles, responsibilities, and processes for architecture governance ensuring that the enterprise aligns with the program's strategic objectives and mission requirements.
  • Create policies and standards that govern architecture practices, including security, interoperability, and compliance with federal regulations.
  • Establish review boards to assess and approve architecture artifacts, ensuring they meet established standards and requirements.
  • Establish processes for managing changes to the architecture ensuring that updates are systematically reviewed and approved.
  • Maintain thorough documentation of architecture processes, decisions, and changes; communicate findings and updates to all relevant stakeholders.
  • Conduct periodic audits to ensure adherence to governance policies and standards, adjusting as necessary.
  • Establish governance frameworks to oversee the ICAM implementation, ensure ongoing compliance, and manage future updates and changes to the system.
  • Establish a formal, standardized, and integrated digital engineering ecosystem across SAP IT, including DoD programs to enhance collaboration, improve efficiency and accelerate decision-making through the use of digital tools, models, and data.
  • Standardize digital engineering processes such as model development, data management, systems integration.
  • Create a secure, centralized data environment that supports sharing and collaboration across the ecosystem.
  • Develop interface control documents (ICDs) and integration plans to guide the smooth integration of new technologies, develop a detailed implementation plan for scaling the selected emerging technologies across the DoD enterprise.
  • Develop and prepare Enterprise Architectures for SAP program enterprise data, analytics, and AI/ML systems and platforms, develop web applications and other containerized applications from scratch and deploy them on Non-Secure Internet Protocol Router Network (NIPRNet), SIPRNet, Joint Worldwide Intelligence Communications System (JWICS) Government systems, as required
  • Design, prepare, and document network architectures, cloud architectures, system architectures, data architectures, software architectures, test architectures, and cybersecurity architectures, prepare Enterprise Architecture products and documents to support the authorization of SAP program enterprise data, analytic, and AI/ML systems and platforms.

Required Qualifications:
  • Master's degree in a related technical field such as information technology, computer science, mathematics, electrical engineering or another similar technical field.
    • Will consider a bachelor's degree with an additional 6 years of relevant experience for a total of 18 years' experience.
  • 12+ years' progressive experience in system engineering.
  • Active TS/SCI Security Clearance.
  • Demonstrated understanding of system engineering principles and processes.
  • Demonstrated understanding of Department of Defense (DoD) information management and technology.

Preferred Qualifications:
  • Understanding of DoD Information Enterprise and Special Access Programs.
