Seasoned leader/manager responsible for execution of a multi-year program in support of the Air Force Headquarters Air Combat Command (ACC) to ensure mission operations of cyber risk assessments and incorporate innovation solutions to improve cybersecurity portfolio-wide by moving the entire enterprise portfolio to a continuously monitored state, standardizing and reducing workload in the field and increasing risk management across the portfolio. The Task Lead will collaborate with the team members to build effective teams through goal and objective setting/monitoring, clear communications, mentoring and any conflict resolution, all by living and setting a positive example of the company values.

Duties
• Formulate quality strategic plans, project management plans, subcontracting plans, deliverable items, and contract terms and conditions meeting critical business unit goals in full alignment with Program Manager (PM).
• Plan and execute delivery of products and services across the contract that consists of cyber risk assessments, cyber compliance and governance, and IT portfolio management. Manage the cost, schedule, staffing, and technical performance of the program.
• Support the PM in all phases of program, including Business Unit objectives, IT system authorization reviews, IT capital planning and budgeting, and governance/compliance to reduce time and costs
• Serve as primary customer contact for daily/tactical program activities. Build trusted customer relationships that support effective collaboration between the customer, the contracting Officer, and the contractor.
• Responsible for managing the transition of innovative solutions to streamline and leverage industry best practices at all levels
• Collaborate with stakeholders and provides cost/benefit analysis proposals and recommendations for approval
• Lead, motivate, inspire, and support teams in a demanding environment.
• Ensure appropriate training and development opportunities for team members, as applicable.
• Provide individualized coaching and mentoring, when needed.
• Ensure team cohesiveness in an environment that fosters creativity.
• Collaborate with Human Resources (HR) to issue disciplinary action notices, as needed.
• Ensure compliance with established company and regulatory policies and procedures.
• Manage the development of team goals, objectives, and individual development plans.
• Work with Team Leads to establish annual, quarterly, and monthly goals for team members.
• Monitor goals and objectives of teams and provide coaching to Team Leads in addressing areas of opportunities.
• Help develop and adhere to project management plan in accordance with the contract.
• Direct and monitor work to meet customer requirements, specifications, quality assurance standards and deliverable timeframes.
• Schedule and deliver Program Management Reviews and attend working group meetings, technical information exchanges, conferences, and other meetings and support program activities. Manage the preparation and delivery of monthly status reports. Assist the PM with the development and submission of other contract deliverable documents.
• Responsible for the recruitment, hiring, training, coaching, and evaluating of cyber analyst team members. Manage project staffing issues and determine work assignments and schedules. Collaborate with HR on the recruitment and hiring of all team members
• Manage HR program tasks such as employee recognition, educational assistance, and employee benefits questions, as needed.
• Perform all other duties, as assigned.

Qualifications
• Bachelor’s degree in engineering, information technology, Cybersecurity, business, or related field is required. Master’s degree is preferred.
• 3+ years in a leadership role such as Task Lead, Deputy Program Manager, or similar position overseeing teams of 10+ personnel.
• Must have at least 10 years of intensive and progressive experience in managing federal software engineering, cybersecurity, and/or IT projects, which include managing personnel involved in complex projects, with total responsibility for the success of the organizational unit.
• 10 years of experience in computer network design, network administration, software development, and mission analysis required. Experience with cyber security risk management framework (RMF) packages preferred.
• Must have strong leadership skills and experience in building/managing high-performing teams, including demonstrated success in directing, planning, and positioning team for growth.
• Must have at least 10 years of supervisory experience, including providing regular performance feedback and developing professional development plans with employees
• Excellent analytical and organizational skills, including ability to adapt to dynamic project environment.
• Must be agile and responsive to redirection of plans or deliverables and able to adjust to the changing needs of the mission.
• Must have excellent attention to detail and outstanding organizational skills.
• Ability to capture and distill complex information for presentation to senior leaders.
• Must have exceptional time management skills and the ability to work effectively in a fast-paced environment.
• Effective interpersonal skills to handle sensitive and/or confidential issues, and to interact with a wide range of individuals and the ability to resolve conflicts.
• Must have highly developed communication skills, both verbal and written, and understand how to communicate difficult/sensitive information tactfully.
• Ability to interact with customers and formulate customer needs into product and/or enhancement requirements.
• Intermediate working knowledge of MS Office applications.
• Possess current PMP or industry accepted project management certification required.
• Must have an active DoD security clearance.
