Director of Program Control & Pricing

Location: Remote or Hybrid (Corporate Office - Huntsville, AL)

Seeking a highly motivated and experienced Director of Program Control & Pricing to join our team.

Under minimal supervision, will direct processes and teams to achieve successful results in the area of program control and proposal pricing; to include solving complex problems requiring detailed knowledge of field and industry best practices. The candidate will use experience and problem-solving skills to develop and improve processes.

Job Responsibilities:

Program Control

• Lead and Manage Program Control Team

• Lead Pricing efforts for proposals

• Ensure daily operation requirements and workflow of numerous programs are executed efficiently and delivered in a timely manner

• Oversee process and project setup in Costpoint and Concur

• Provide support and guidance to the team on prime and subcontract programs

• Maintain communication with stakeholders regarding program's financial performance

• Supervise budget and forecast for programs

• Kickoff and plan programs, overseeing deadlines, milestones, deliverables, and processes

• Oversee maintenance of contract, travel, and training trackers ensuring programs are meeting their milestones

• Initiate and set goals for programs according to the strategic objectives of the organization

• Responsible for managing resources and mitigating risks

• Present key performance indicators and analytical findings to company leads

• Work with proposal and contracts teams to guide subcontractors in preparing and submitting comprehensive data packages

• Respond to questions and requests from Government agencies

• Ensure progress and compliance with company policies, procedures, legal and regulatory requirements

• Interaction with finance, accounting, business development and senior management.

• Contractual assistance may be needed to include assistance with NDAs and TAs, as needed.

• Other administrative functions as needed

Pricing

• Hands on lead of the proposal pricing process

• Develop pricing strategies identifying risks, and interpreting requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs).

• Develop prime and subcontract cost/pricing proposals compliant for both government and commercial opportunities

• Develop sanitized and un-sanitized cost/pricing narratives/volumes of proposals, to include all required descriptions of direct and indirect costs and the proposed pricing buildup process

• Develop Excel spreadsheets to meet the Government/Prime/Commercial client's cost/pricing requirements

• Support the compliance and timely submission of the proposal pricing by managing and controlling all proposal pricing activities against the proposal schedule and the RFP's requirements.

• Work with executives, various divisions and management teams, BD personnel, stakeholders, and partners to provide proposal support.

• Respond rapidly to RFP amendments and implement required changes to proposal pricing.

• Manage multiple proposal pricing tasks with rapid turnaround deadlines at times.

• Support other proposal related activities as needed.

• Support continual proposal pricing process improvement.

• Ensure the cost proposal is fully integrated with technical proposal.

• Support audits and participate in cost proposal clarifications or negotiations

Required Skills and Experience:

• Proven experience as program director or other managerial position

• Strong understanding of project/program management techniques and methods

• Experience with Concur

• Strong understanding of RFPs, pricing techniques and tools

• Experience working with various types of contracts/subcontracts including IDIQ, CPAF, CPFF, T&M, and FFP.

• Experience with proposal pricing process

• Must be organized, detail oriented and demonstrate strong time management skills

• Demonstrated ability to coordinate and prioritize multiple projects with limited supervision in a fast-paced environment.

• Analytical mindset with great problem solving abilities

• Outstanding knowledge of data analysis, reporting and budgeting

• Must have excellent written and verbal communication skills and be able to adapt to changing work efforts and manage shifting priorities.

• Must be able to develop and maintain professional relationships with peers, vendors and customers, and contribute to a professional work environment by demonstrating integrity, teamwork and a positive attitude.

• Must have excellent MS Word and MS Excel skills.

• Experience with Deltek Costpoint

• Must be a U.S. Citizen

• Able to obtain a security clearance, if needed

Education and Experience:

• Bachelor's degree is preferred; preferably in business, finance, or a related field

• Minimum of 8-10 years of experience; additional work experience may be considered in lieu of a degree.
