The Proposal Manager leads and manages the full lifecycle of proposal development, from opportunity assessment through final submission. This position ensures the timely delivery of compliant, compelling, and competitive proposals that align with company strategy and customer requirements. The ideal candidate is a hands-on leader with deep knowledge of government procurement (FAR/DFARS), excellent writing and editing skills, and the ability to take initiative and drive tasks to completion independently. The ideal candidate is self-directed and able to work in a fast-paced environment. This position reports directly to the President of OSG.

Requirements
- Lead and manage the proposal development process for strategic and high-value federal, Other Transaction Authority (OTA), and Small Business Innovation Research (SBIR) bids.
- Coordinate with Strategic Account Executives, Capture Managers, Pricing, Contracts, Operations, Human Resources (HR)/Recruiting, Subject Matter Experts (SMEs), and technical writers to develop win themes, solution content, and graphics.
- Proactively identify and lead rapid-turnaround proposal efforts ("bluebird" task orders), ensuring timely and compliant submissions even in the absence of capture.
- Provide hands-on writing and content development support as needed to augment proposal teams and ensure quality submissions.
- Ensure compliance with solicitation instructions and evaluation criteria.
- Oversee color team reviews and manage final production and delivery of proposals.
- Maintain and improve proposal tools, templates, and knowledge libraries.
- Conduct post-submission debriefs and lessons learned reviews.
- Coordinate with Capture and Operations to develop a "Turnover Book" that outlines key proposal commitments to ensure a smooth handoff to the Transition and Program Managers during contract execution.
- Strong time management skills. Excellent verbal and written communication skills with an ability to communicate tasks and objectives to varying audiences.
- Ability to multi-task and manage time to meet deadlines.
- Ability to work non-standard hours.
- Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint; and Adobe Acrobat.
- Strong desktop publishing, formatting, and editing skills desired.
Qualifications
- Bachelor's degree in Business, English, Communications, Marketing, or a related field.
- At 10 years of proposal development experience with increasing levels of responsibility.
- 5+ years of experience leading proposal efforts.
- 3+ years of Technical Writing and/or Volume Lead experience.
- Demonstrated success managing winning proposals ($10M+).
- APMP certification or equivalent industry credential preferred.
- Strong writing, editing, and project management skills.
- Experience with Adobe Acrobat, MS Office (Word, Excel, PowerPoint), and proposal automation tools (e.g., SharePoint and AI).
- Ability to thrive in a fast-paced, deadline-driven environment.
