Summary:

Pona Aina Management is looking for a Financial Analyst to join our team at Fort Shafter Base, Hawaii. The Financial Analyst will play a critical role in financial program management, ensuring accurate financial reporting, budget analysis, and compliance with regulatory requirements. This position involves high-visibility, mission-critical responsibilities, often performed independently, and may include overseeing junior staff or leading entire project teams.



Job Duties and Responsibilities:

Collects and analyzes financial data, prepares project and program budgets and forecasts, and conducts detailed financial risk assessments, providing actionable recommendations.
Manages the submission of contract invoices and ensures compliance with financial guidelines.
Compiles and analyzes key performance metrics to support Financial Program Management Reviews at the conclusion of the period of performance.
Tracks and reports funding status while ensuring financial activities align with U.S. Army, Pacific (USARPAC) accounting and budget systems.
Develops automated procedures for data inputs, reconciliations, and financial reporting; enhances dashboarding and audit readiness through data aggregation and automation.
Reviews and applies relevant financial regulations, including DoD Financial Management Regulation (DoD-FMR), Generally Accepted Accounting Principles (GAAP), and Generally Accepted Auditing Standards (GAAS).
Conducts organizational studies and evaluations, designs systems and procedures, and leads work simplification and measurement studies to enhance operational efficiency.
Leads high-priority programs, independently executes key functional duties, and may oversee junior staff or entire project teams.


Security Clearance & Travel Requirements:

Applicants must have and maintain a Secret security clearance.
Domestic (CONUS) and international (OCONUS) travel may be required.


Required Qualifications:

Possess 5 years of specialized experience in Department of Defense (DoD) and government financial management, supported by a Bachelor’s degree (BA/BS). Proven ability to lead and support large-scale budget operations with a strong foundation in financial analysis, planning, and execution.
More than 5 years of hands-on experience in DoD or government budgeting roles, including tracking and reporting current execution in a clear, actionable format.
Extensive background in conducting detailed budget analysis and delivering data-driven recommendations to senior leadership.
Experience managing Army or Joint budgets in a Resource Manager capacity, with responsibility for complex financial portfolios exceeding $50 million.
Proficient in Microsoft Power Platform, including Power BI and Power Apps, for financial analysis and visualization.
Demonstrated ability to develop Program Objective Memorandums (POMs) and organizational Spend Plans to align with strategic goals.
Preferred Qualifications:

Certified Defense Financial Manager (CDFM) and/or Department of Defense Financial Management Certification Program Level II/III (DoDFMCP).
Over 4 years of experience with the General Funds Enterprise Business System (GFEBS) for comprehensive budget tracking and reporting.
Skilled in managing both Army and Joint funds, including the analysis and oversight of exercise-related budgets.
Completion of Joint Professional Military Education (JPME) Phase I and/or II.
