Duties and Responsibilities
Duties include the following:
- Conduct research and write briefs, point papers and other written documents to support or explain the objectives of Navy's substance abuse and misuse prevention programs.
- Conduct training sessions, seminars, training conferences, or make presentations to all levels of Navy personnel about and Navy substance abuse and misuse prevention programs.
- Interact with internal and external stakeholders to identify collective goals, intended outcomes, and optimal methods to increase efficiencies and integration.
- Assist with prevention efforts, and collecting requirements for operational as well as strategic planning missions, including those directed by leadership.
- Develop and deliver prevention training to a wide variety of audiences.
- Act as in-house consultant and specialist in prevention-related areas.
- Plan, organize, and assist in prevention activity planning through work development and implementation, particularly with unit leadership and personnel who may not have prevention experience.
- Communicate with senior leadership in writing, and orally.
- Produce weekly and monthly reports on all substance abuse related issues. Monitors and verifies all follow-up contacts with Fleet Alcohol and Drug Control Officers (ADCOs) to ensure Fleet compliance with substance misuse prevention policies and procedures.
- Perform review of all substance use and family program statistics, facility files, staff identification and provide weekly and monthly report with trends and analysis of incidents to Drug and Alcohol Deterrence Director and Deputy Director for policy concurrence and/or revisions.
- Function as a point of contact (POC) for Drug and Alcohol Deterrence Branch on Navy policy questions and concerns regarding substance abuse prevention trends, policies, inquires, and challenges with Fleet implementation of program initiatives (provides policy, procedural assistance, and results of program research/analysis) and providing resolution to questions/concerns).
- Function as POC within Drug and Alcohol Deterrence Branch for all Bureau of Medicine and Surgery (BUMED) and functions to include data submission from all Substance Abuse Rehabilitation Program (SARP) facilities. Prepare weekly and monthly reports to Branch Head with results of data analysis.
- Assist program staff with developing and coordinating Navy-wide substance misuse prevention programs. Keep abreast of all current prevention trends, projects and evaluation information as basis for developing effective, innovative prevention programs which enhance Navy readiness.
- Assist in the development of plans, objectives, and milestones for various projects, considering such factors as internal and external responsibilities and resources for project implementation and completion.
- Ability to travel in performance of the position 25% of the time or more.
Knowledge and Qualifications
- Bachelor's Degree in a Health-related field such as social work, substance abuse counseling, or similar.
- A of minimum of three (3) years of experience in a Health-related field such as social work, substance abuse counseling, or similar.
- Professional certification, such as a health education specialist certification or a prevention specialist certification or similar.
- Knowledge of prevention initiatives, policy, resourcing and administration of the Service prevention programs.
- Experience in designing and developing prevention programs and strategies.
- Experience in designing, developing, and providing instruction for substance abuse prevention training programs inclusive of curriculum/course development.
- Experience in planning/executing community engagement opportunities.
- Extensive knowledge of the objectives, and components of prevention program activities to include support to operational aspects of the Total Force.
- Extensive knowledge or experience that demonstrate ability to appropriately identify, implement and evaluate primary prevention methodologies using public health or other social science approaches.
- Knowledge and experience in effective prevention program activities such as suicide prevention, sexual harassment, and prevention, sexual assault response and prevention, substance abuse and misuse prevention, health promotion, or other related behavioral health areas.
- Extensive knowledge and experience in working collaboratively to implement integrated prevention programs, such as suicide prevention, sexual harassment prevention, sexual assault prevention, substance misuse prevention, family and interpersonal violence prevention, workplace violence prevention, and military equal opportunity.
- General knowledge of regulatory program administration sufficient to assist in appropriate program evaluation and measurement techniques.
