Summary:
The Department of Veterans Affairs (VA) is seeking a highly skilled Senior Financial Analyst to support financial planning, analysis, and budgetary oversight. This role is critical in ensuring financial integrity, optimizing resource allocation, and supporting strategic decision-making for programs serving veterans. The ideal candidate will have extensive experience in financial forecasting, data analysis, and government budgeting processes.

Key Responsibilities:

• Create and interpret the distribution of numerical data via histograms and pie charts
• A functional understanding of Unfunded Request, and our-of-cycle requirements
• Calculate, and report the costs associated with manpower/personnel attrition and selection
• Familiarity with performance of data exploration with live visual analytics via Tableau.
• Prepares financial performance in aggregate to support portfolio management reviews
• Develop and manage financial models to support long-term planning, forecasting, and decision-making.
• Oversee budget preparation and execution, ensuring alignment with federal regulations and VA policies.
• Monitor and analyze financial data, identifying trends and providing recommendations for operational improvements.
• Collaborate with senior leadership to provide strategic financial guidance on program funding and expenditures.
• Ensure compliance with federal financial management regulations, including OMB Circulars and GAAP.
• Prepare financial reports, presentations, and briefings for senior officials and stakeholders.
• Lead audits and internal financial reviews, ensuring transparency and accountability.
• Support procurement planning, contract analysis, and financial oversight of vendor agreements.
• Mentor junior analysts and provide leadership in financial best practices.

Qualifications:

Education:
• Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field (Master’s degree preferred).
Experience:
• Minimum of 7-10 years of financial analysis, budget management, or accounting experience, preferably in a government or healthcare setting.

Technical Skills:
• Proficiency in financial management software, such as Oracle, PeopleSoft, or other ERP systems.
• Advanced Excel skills (pivot tables, financial modeling, data analysis).
• Strong knowledge of federal budgeting, appropriations, and financial reporting regulations.
• Experience with data visualization tools (Tableau, Power BI) is a plus.

Certifications:
• CPA, CFA, or CDFM (Certified Defense Financial Manager) preferred.
