BlueForce, Inc. is seeking Policy and Strategy Advisor to provide professional services and subject matter expertise CONUS and OCONUS in support of the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program.

Duties and Responsibilities
  • Utilizes subject matter expertise in Departmental strategic planning processes to effectively draft, revise, and review a variety of strategies, plans, and memoranda; provides input to assigned offices and Team Lead as a subject matter expert
  • Conducts research on emerging trends, threats, and opportunities related to assigned issue areas, as well as related INL interests, programming, and policy priorities, to make recommendations to Team Lead on updates to strategy products
  • Conduct reviews and assessments of new and current strategies, budgets, and messaging to make recommendations to assigned offices and Team Lead to advance bureau strategic priorities and alignment to higher-level strategies
  • Regularly communicate with assigned offices to convey the shared vision, priorities, and goals of assigned strategies and related strategic policy guidance, enabling INL offices to accurately align program and policy activities; as needed, communicate INL's strategic approach with internal and external stakeholders
  • Coordinate bureau involvement in related strategic planning initiatives within the Department or interagency
  • Supports the development of Congressional reports, produces preparatory materials for Congressional briefings and hearings, drafts responses to questions from Congressional hearings; and reviews proposed legislation related to assigned issue areas.


Qualifications

Qualifications
  • U.S. Citizen or legal U.S. resident.
  • Secret, Top Secret, or Moderate Risk Public Trust (MRPT) certification will be required.
  • A Bachelor's degree from an accredited institution;
  • Demonstrated experience with, or knowledge of, State Department strategic planning processes;
  • General knowledge of key concepts of criminal justice reform, transnational crime, anticorruption, and the rule of law. Ideally, some experience in or knowledge of natural resource crime policy, international counternarcotics programming, or other foreign capacity building programming;
  • 7 years of experience in a related capacity building programming in the field of international narcotics and law enforcement, or similar type programs funded under the Foreign Assistance
  • Demonstrated familiarity with U.S. national security priorities;
  • Ability to communicate effectively, both orally and in writing, with a wide range of audiences
  • Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis
  • Demonstrated superior interpersonal skills and proven ability to establish and maintain effective relationships, build consensus, and work well with both individual and team situations.
