Within the Naval Sea Systems Command (NAVSEA), 04I Program Management Office-Information Technology (PMO-IT) has the lead for ensuring an affordable maintenance solution is in place and operating worldwide in support of the Ship Maintenance Community (SMC). In support of this goal, PMO-IT requires Information Technology (IT) support to provide sustainment and development/modernization solutions for current and future GOTS/COTS systems. This support focuses on rapid deployment, flexibility, and the use of common open operating architecture where applicable to meet SMC needs. PMO-IT understands that cybersecurity is fundamental to the success of this program.

You will leverage your subject matter expertise in applications, systems and network cybersecurity and Department of the Navy Risk Management Framework (RMF) requirements to provide expert ISSE support to various NAVSEA activities across the US and for corporate systems undergoing system modernization - to include some systems migrating to the cloud. Your expert assessments and recommendations will facilitate approval of RMF assessment and authorizations, and will help system, network and database administrators, Project Managers, system owners implement cybersecurity requirements and resolve cybersecurity hurdles.

More About the Role:

In support of NAVSEA PMO-IT you will:

  • Leading Risk Management Framework (RMF) efforts Steps 1 through 5;
  • Supporting Step 6 continuous Monitoring;
  • Implementing security control requirements in accordance with Department of Defense (DoD)/Department of Navy (DON) policy;
  • Conducting annual internal RMF assessments and keeping eMASS updated with this information;
  • Access and work in Vulnerability Remediation Asset Manager (VRAM);
  • Recommend Information Assurance (IA) protection capabilities, and, in collaboration with system owners, develop implementation and management plans to include updates as guidance and threats change;
  • Create and maintain multiple process documents, Standard Operating Procedures and RMF required artifacts;
  • Manage Risk Assessment Report (RAR) and Plan of Action & Milestones (POA&M);
  • Ensure applications are compliant with annual DON CIO IA guidance; and
  • Other similar or related tasks as may be required to support management reporting requirements as they arise.

You'll Bring These Qualifications:

  • At least three (3) years of experience with the development, review and approval of Navy RMF assessment and authorization (A&A)/ Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) certification and authorization (C&A) packages for software systems and enclaves;
  • Excellent written and oral communication skills;
  • Certified Information System Security Professional (CISSP) certification or equivalent;
  • Active DoD Secret security clearance; and
  • Good understanding of network, systems and application technologies.

These Qualifications Would be Nice to Have:

  • Bachelor's degree in Information Systems, Cybersecurity or a related field; and
  • Hands on experience with:

-DoD Enterprise Mission Assurance Support Service (eMASS) C&A/A&A processes;

-NIST Risk Management Framework (RMF);

- Cybersecurity for Cloud environments;

- Assured Compliance Assessment Solution (ACAS); and

- Computing Environment Certifications (e.g. Windows, Linux, Cisco).
