Leidos's Military & Veterans Health Solutions Group has a contingent opening for a Program Manager for the Oasis contract to support the Naval Medical Research Unit in San Antonio, TX. This position is contingent upon contract award.
*Facilitates information flow between program members, scientific directors, and department heads.
*Coordinates the decision-making process between all program participants.
*Assists with the development and formulation of Fiscal Year budget requests.
*Provides advice on manpower utilization, work flow, and operational procedures to increase efficiency, productivity, and make overall improvements for the program.
*Assists with the preparation of requests for contract actions and proposals.
*Assists Directors in carryout of administrative and financial tasks, as assigned.
*Reviews project status of funds for inaccuracies.
*Maintains and organizes study budget documents.
*Provides oversight on spending plans and budgets to ensure fiscal compliance, managing study budgets especially with regards personnel costs and projected staffing needs.
*Tracks study expenditures and reports financial status to collaborators, sponsors, and stakeholders.
*Provides oversight for yearly department budget (in excess of $5M).
*Assists PIs and command scientists develop study budgets and phasing plans.
*Ensures incoming funds are assigned to the correct lines of accounting (e.g., salary, travel, supplies, etc.)
*Ensures personnel contract has adequate funds to pay staff and submit requests for funds to be added when additional funds are needed.
*Maintains dynamic Excel sheets to track project expenditures and personnel costs.
*Coordinates and tracks scientific review process for all lab products.
*Track the progress of projects to ensure milestones and benchmarks are met.
*Coordinates monthly, quarterly, and annual reports for a variety of sponsors and projects.
*Maintains Outlooks calendars to organize and coordinate single and recurring events, meetings, and submission due dates.
*Recommends changes to administrative and financial Standard Operating Procedures.
*Trains incoming Research Coordinators.
*Education requirements are Bachelor's degree plus five years' experience or Master's degree.
US Citizenship required. Must be able to obtain and maintain a government security clearance
