Develop high-level IT architectures for United States Strategic Command (USSTRATCOM) which IT support contractors (Information Technology Capabilities Contract II (ITCC II)) must conform with. Create IT Roadmaps and Integrated Master Plans in accordance with the USSTRATCOM’s IT Strategic Plan. Conduct evaluations on the end results of IT projects or IT services provided by internal or external entities for their ability to meet stated project objectives. Provide recommendations in the prioritization of IT projects requiring engineering resources. Assist Government PM with developing Independent Government Cost Estimates (IGCE) and Rough Order of Magnitude (ROM) estimates for engineering projects. Review technical solutions with regard to completeness, costs, schedules and performances as well as integration with current architecture and alignment with IT Roadmaps. Develop and present decision briefs concerning optimal courses of actions on how best to address problems requiring IT engineering resources. Research and present recommendations on how the command can best leverage emerging technologies to be incorporated in to IT Roadmaps. Provide an Integrated Master Schedule (IMS) for the enterprise program for each Government Fiscal Year (GFY) that incorporates project schedules as required. The IMS provides a pictorial view of the tasks that are required to be accomplished within the enterprise. Provide a systematic approach to program planning, scheduling, and execution in the form of an Integrated Master Plan (IMP). The IMP outlines the work that has been allocated against the Work Breakdown Structure (WBS) and how it is distributed within the IMS. It also serves as the baseline by which actual progress can be measured against planned progress. The IMP will serve as a fundamental management tool that is critical to evaluate effective planning, scheduling, and execution of current and future work efforts. Shall post, edit, and maintain appropriate content on the appropriate division's network websites/portals or designated application/tools in support of engineering efforts.

• Possess Top Secret Clearance and eligibility for SCI
• Possess five to 12 years’ experience as an intermediate level information technology
systems/network engineer with project management skills to monitor, manage, and assess
progress of complex IT projects.
• Possess an understanding of DODcybersecurity policies and regulations. Major driving
policies are DoDI 8510.01(DIACAP/RMF), DoDI 8500 series (Information Assurance/ Cybersecurity),
CNSSI1253, and CJCSI 6731 (JC2 Security Policy).
• Possess advanced professional engineering concepts, principles, practices, standards,
methods, techniques, and equipment to effectively apply advanced engineering theories, principles,
and concepts to the development of solutions, implementation of solutions, security, operations, and
maintenance of complex information technology systems and supporting infrastructure or architectures.
• Possess knowledge of research, development, testing, and evaluation methodologies to apply experimental
theories and/or new applications to provide technical advice and direction.
• Possess expert skills in devising and evaluating criteria, parameters, characteristics, and interrelationships
for design approaches and to assess the impact of new technology on current network systems and processes.
• Possess five years’ experience in demonstrated written and oral communication skills including developing and
presenting complex written products and oral briefings for and to senior leaders at O6 and SES/GS-15 levels
or higher.
