Ensure monthly COMSEC training is provided to all EKMS users and forms turned into the EKMS Manager
Responsibilities with Physical Security for the NWTTR Program (Fallon, Lemoore, Pac Norwest)
Update and ensure work instructions comply with required and updated directives.
Conduct physical security audits for 17 remote EW sites and Technical Library.
Assist with the processing of personal security clearances via JPAS/e-Qip
Assist non cleared employees NAC-I investigations.
Conduct Active Shooter training or other required physical security training as required by NSWC Corona
Develop excel reports as directed from contract CDRL’s or specific request of information from FTTR or Corona NSWC
Investigation Security incidents/violations for the NWTTR contract.
Site inspections with NSWC to ensure RAA/CAA compliance.
Maintain listing of all Classified safe containers.
Perform annual Technical Library inventories with FTTR NSWC.
Attend and represent as the point of contact, for the NWTTR contract on all external audits, meetings and training as required by NAWDC, NSWC FTTR and NSWC Corona.
Represent FTTR at NAS Fallon Emergency and security meetings.
Coordinate with NAS Fallon Security for manning of roving patrol and security checks at the Centroid and surrounding areas.
Travel to other Ranges as the NWTTR POC for CTTR requirements.
Travel to Lemoore, CA and PNW Range for assistance with Physical Security related issues, audits to ensure compliance, meetings, and URS point of contact with NSWC with physical security.
Coordinate clearance and background check fingerprints for personnel.
Brief and debrief personnel on security clearance grants and departures.
Brief and issuance of Classified Courier Cards
Issuance of CTTR badges to new hires or replacement badges.
Process classified visit request via JPAS
Package, prepare labels, and ensure mailing compliance of classified material and equipment with DoD security regulations.
Point of contact for processing of initial NWTTR personnel new hire paper SAARs for access to NMCI network.
Point of contact to ensure all personnel complete a SAAR in TWMS and ensure changes/updates to existing SAAR in TWMS are completed accurately. Work directly with the employees for corrections and processing.
Ensure all required training for access to the Networks is completed and copies are sent with a copy of the TWMS SAAR to the RSM for approval.
Security Guard Management (FTTR Only)
Maintain Security Guard work schedule to ensure the Centroid facility is guarded 24 hour a day, 7 days a week.
Train and ensure security guards are up to date on training and all aspects of the guarding of the Centroid and Bravo-17.
On call 24/7 in case situations arise at the range and to support the process of any incidents on shifts or if an employee calls in sick.
Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Routine travel to remote site facilities may be involved.
Minimum Position Knowledge, Skills, and Abilities Required:
High School Diploma or equivalent.
Minimum Experience Requirements
Three years’ experience in Industrial Security IAW DoD 5220.22M (NISPOM).
Two years’ of experience administering personnel and industrial security programs.
One year of experience coordinating training programs and conducting training classes,
Ability to speak, read, and write English.
Minimum Position-Specific Training Required
Completion of FSO training course,
Completion of COMSEC Material System (CMS) Training
Designation as EKMS Local Element User,
Completion of DoD Security Institute (DoDSI) course in Industrial Security.
Must possess and maintain an active DoD clearance.
