Provides technical expertise and is the subject matter expert for assigned systems and provides instrumentation and communication systems consultation and guidance for all CTTR sites, systems, and components. Range systems support includes, but is not limited to, field engineering, installation, and integration of equipment necessary to meet CTTR systems, communications, and task requirements.
Provides project management support as assigned, to include engineering assistance in design, fabrication, cost analysis, procurement, installation, configuration change, development, documentation, and integration of approved projects.
Examines new requirements as assigned, to include integration of system modifications, range reconfigurations and new facility buildups, and activities in support of planning, proposal and implementation of modifications, improvements and upgrades.
Supports equipment relocation to include cost analysis, optimization studies, engineering studies, integration and installation in support of range growth or other requirements.
Provides inoperative systems support as assigned, to include field engineering actions necessary to return equipment/systems to operational and maintainable status. Provides TEC support to include engineering actions on equipment and software changes and additions relative to short-term operational test programs.
Project Management Requirements:
Prepare, deliver, and submit technical papers and perform engineering studies. Develop and apply advanced methods, and analytical techniques in the investigation and solution of complex and difficult system design requirements and problems. Conduct independent investigations of considerable complexity. Provide technical consultation to Operations and Maintenance, Information Assurance, Information Technology, Communications, or customers. Serve as an Instrumentation Systems Field Engineer and individual contributor to assigned tasks, development, integration, and sustainment projects. Plans, conducts, and technically directs projects or major phases of significant projects requiring the expert application of advanced knowledge. Direct interface for project management activity to other team members and customer at all levels from task initiation to final design including requirements identification, design reviews, test activities, and technical meetings. Maintain technical project responsibility for assigned tasks and advise management of progress in support of the technical and administrative elements throughout lifecycle of engineering process. Conduct site visits and experimental investigations; analyze engineering problems, propose solutions and alternatives, and provide recommendations. Acts as and is recognized as the Contractor expert resource on complex engineering problems. Support development of technical initiatives and provide comments on the technical content and level of effort of the proposed scope of work. Review change requests and subsequent completion and implementation of systems additions and/or enhancements and recommends corrections based on technical application and analysis. Direct technical personnel in advanced troubleshooting and project assignments involving tasks, development, integration and sustainment of range systems or processes.
Supports the Configuration Management (CM) program to include the evaluation and monitoring of all modifications to CTTR equipment or facilities, the generation of change requests to improve interoperability/reliability/maintainability, and ensures that applicable CM standards are adhered to.
Develops documentation to include, but not limited to, network configuration, interconnect, infrastructure, systems drawings and diagrams using Visio or AutoCAD.
Use superior communications skills, both verbal and written, in day-to-day project activities as well as in briefing customers, writing reports, and proposals. Develop, interpret, and implement technical and administrative policies and procedures.
Uses Maximo to meet contractual requirements and document maintenance actions.
Performs other related duties and assignments as directed to meet CTTR tasks.
High School Diploma or equivalent and formal classroom education equivalent to Navy "C" school or vocational school with formal training in the field of communications, instrumentation, networking, computer systems, and electronic equipment installation, maintenance, and documentation.
Five years of applicable technical experience with tactical training range systems or equivalent military systems or instrumentation and/or communications engineering. Must be experienced and knowledgeable in the areas of design, installation, maintenance, systems integration, configuration management, repair of electronic instrumentation and/or communications equipment, overhaul and maintenance, and/or technical writing.
Instrumentation experience in one or more of the following areas: electronic warfare, information operations, fiber optics and optical systems, electromagnetic waves and antennas, digital and analog communication systems, video signal processing and recording, microwave and data transmission, static/dynamic systems calibration (radar and data), FM/VHF/UHF systems, spectrum analysis, network and data encryption, and/or project management.
Must possess a valid state driver's license.
Ability to speak, read, and write English.
Must possess and maintain a DoD Secret Clearance
Must obtain and maintain current CPR/First Aid certification
Associate degree in electronics, computers, network and/or communications curriculum or a Bachelor of Science in Engineering, Computer Science or equivalent Information Technology field.
Experience and knowledgeable in areas of antenna and transmission theory, component and systems design, project engineering and project management, systems integration, configuration management, documentation, and technical writing.
Experience with electronic attack, electronic protect, and signal intelligence.
Project Management Professional (PMP) certification
