DESCRIPTION OF DUTIES
Facilitate technical coordination and streamline communications between Industry, NATO Agency and the USAF program offices;
Provide local oversight of technical development, engineering, testing, verification, production readiness and product acceptance, including the monitoring, assessment and reporting of achievements and trade-offs, of the AGS core contract;
Provide local oversight of engineering aspects of the integration of the Alliance Ground Surveillance (AGS) Programme, including ensuring that all performance requirements are achieved;
Define objectives, develops related plans, and manages their implementation;
Report to the NATO Agency Technical Manager and the USAF Team Lead in the Global Hawk Program Office concerning progress and issues that may arise.
Oversee overall technical development, engineering, testing, production readiness and product acceptance including monitoring, assessment and reporting of achievements and trade-offs;
Oversee the test and verification programme and ensuring that performance requirements are met;
Manage and contribute to related programmatic issues, including risk, schedule, budget and contract aspects;
Interact with national authorities to assess the developmental/production approaches related to the UAV OTS components modified to NATO configuration and liaise as appropriate;
Oversee all system integration activities to assure the viability of industry programmes in terms of technical achievement, time-scales, and compliances with contractual technical documents;
Ensure, by liaison and consultation with the Agency and the USAF, that AGS related issues are properly identified, interpreted and correctly addressed and that operational requirements are being met, by also assessing their impact on technical requirements/design changes;
Monitor activities and maintain close relations with Industry in the development of functional and performance specifications, and system and hardware design on development and production;
Oversee the system wide integration of software and hardware;
Oversee the review and acceptance of deliverables arising from the contract to ensure that Industry has correctly addressed the relevant technical requirements and in accordance with the Statement of Work (SOW);
Ensure that project deliverables are on target;
Align mid and long terms work plans with the overall objectives of the Agency and the USAF and ensure coordinated implementation; plan, task and monitor on-site Agency staff activities and products;
Ensure that processes and procedures for management of information are aligned with the objectives of the Technical Branch;
Facilitate proactive support from industrial partners and provide Agency and the USAF management with insight into contract execution progress;
Ensure that expenditure of allocated funds is in line with objectives;
Represent the Agency and the USAF up to his/her level of authority during interactions with governmental entities (NATO, SHAPE, other Agencies, etc.) or industry;
Supervise the Agency and USAF Liaison Office; act as the point of contact at for Agency and USAF staffs in their dealings with or visits; and
Perform other related duties as required.
A university degree in a relevant discipline, preferably equivalent to a Master's, and supplemented by relevant postgraduate qualifications. Exceptionally, the lack of a university degree may be compensated by the demonstration of particular abilities or experience of interest to the Agency and the USAF;
At least eight years of experience in engineering management of modern weapon systems and/or C4ISR projects, with the emphasis on their acquisition and implementation;
Experience on the qualification/verification and certification processes of modern weapon systems;
Experience working in a large, multi-national, fixed-price contract environment;
Excellent communication and leadership skills and demonstrate the ability to work well in a team and with commercial contractors;
Ability to exercise personal authority in his/her field of activity and to direct others;
Have knowledge of NATO AGS core system and/or of national ISR systems technical requirements;
Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (SECRET). Must have an active SECRET clearance.
Experience in and maintained an up-to-date knowledge of technical functions supporting the military operational deployment of C4ISR systems in both static and deployable environments;
Formal qualification in Programme Management;
Have knowledge of the NATO Organization and its procedures.
