Position is a Project Manager and expert subject matter expert (SME) in commercial economic analysis. Supports USAF Concepts, Management, and Development (CDM) Office of Commercial Economic Analysis (OCEA). Position performs as expert SME advisor to the Director of Cyber and Strategic Enabling Capabilities(SAF\CDMC.

Support participation and incorporation of SAF-AA/Concepts, Development, & Management (CDM), Office of Commercial Economic Analysis (OCEA) into Federal, Department of Defense (DoD), Military Services, and DoD Component strategic documents at classified and unclassified levels.

Support SAF-AA/CDMC and OCEA throughout the planning, programming, budget, and budget execution (PPBE) process.Assist development of PPBE planning functions and documents necessary for the organization and execution of OCEA and the CEA mission. Support coordination for Service and DoD strategic planning development and review.

Review Service, DoD, and DHS DIB strategic planning documents and identify CEA correlations. Develop classified and unclassified CEA language for injection into strategic documents.

Participate in Cross-Functional Teams (CFT), Operational Planning Teams (OPT), and Interagency Planning Teams (IPT) to scope, frame and identify issues and formulate potential actions.

Organize, plan, and execute working groups to build consensus for coordinated actions.

Support stand up of OCEA organization. Coordinate manpower, billet structure, resources, and mission support with SAF-AA/CDM and Military Services.

Support development of net assessment, risk management construct, and continuous assessment tactics, techniques, and procedures.

Conduct CEA requirement determination across DOTMLP-F with Services, Joint Staff, DoD Components, Federal Agencies, and Industry partners.

Support OCEA leadership to include documentation of program metrics and facts, professional insight into program operations, and analytic insights into pre-decisional CEA portfolio management workflows and CEA operations.



Bachelor's Degree required.

Twenty plus years experience in military service or civilian equivalent with recent experience in the Joint Staff and/or Office of Secretary of Defense.

Experience working commercial economic analysis at Military Servcie, Joint Staff, OSD, or NSC.

US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (TS/SCI). Must have an active TS/SCI clearance.


Masters Degree in Asian Affairs or Economics.
