Resource Manager needed --- Salaried position in multiple locations (Richardson, TX preferred)

I am working with an excellent A&D company and they are looking for an Engineering Resource Manager for a salaried position located in Richardson, TX. You will have to work onsite in Richardson, TX or:

Kilgore, TX
State College, PA
Catawba, NC
San Jose, CA
Torrance, CA

Clearance: You must have a Secret clearance to start (a Top Secret is preferred but you can start with an active Secret and be capable to acquiring a Top Secret after you start).

Salary: $175,000 plus excellent benefits package including relocation ($30-$40k)

Qualifications:
The position will report to the Director of Engineering, and will be directly responsible for engineering teams located at multiple facilities that are responsible for designing and installing ground station antennas, as well as most of the RF and controls electronics. Qualified candidates must have exceptional collaboration, team leadership and communication skills with the proven ability to create, enhance, and lead Engineering teams through all phases of development. The candidate must have past experience with managing and leading large scale satellite communication design teams that included complex solutions. Experience identifying and managing within contractual scope, execution to schedule, and within budget is required. Creation and establishment of department best practices, adherence to Systems/Satcom policies and procedures is also required. This individual will represent Engineering across multiple functional teams, including Sales, Contracts, Supply Chain Management, Logistics, Operations, Manufacturing, Quality Assurance, Configuration Management, Business Management and other members of our matrix organization. External Customers and Vendors engagements are required.

• Industry experience with satellite antenna product development
• Proven leadership skills across multiple engineering disciplines and sites
• Proven project leadership, management and communication skills
• Proven new business bidding and proposing skills
• Proven multi-tasking skills across multiple engineering disciplines
• Highly skilled in communicating issues, impacts, and corrective actions
• Must be able to travel 50% of the time (to those locations listed above)
• Establishes operational objectives and work plans, and delegates assignments to subordinates
• Senior management reviews objectives to determine success of operation
• Involved in developing, modifying and executing company policies that affect immediate operations and may also have company-wide effect
• Below executive management and responsible for managing the activities of people
• May also be responsible for hire/fire decisions
• Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives
• Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results
• Establishes and assures adherence to budgets, schedules, work plans, and performance requirements
• Erroneous decisions will result in critical delay(s) in schedules and/or unit operations and may jeopardize overall business activities
• Regularly interacts with senior management or executive levels on matters concerning several functional areas, divisions, and/or customers
• Manages activities of two or more sections or departments
• Exercises supervision in terms of costs, methods, and staffing
• In some instances this manager may have subordinate supervisors
• Has responsibility for managing people, including performance evaluations and merit recommendations
• Works with senior management to establish strategic plans and objectives
• Ensures that budgets, schedules and performance standards are set and attained
• Provides leadership in defining technology, tool and process strategy across a technical domain
• Guides the focus of all activities in a technical domain
• Overall responsibility for the engineering aspects of a technical domain, to include the acquisition of critical resources
• Directs, coordinates, and exercises functional authority for planning, organization, control, integration, and completion of engineering efforts within areas of responsibility
• Oversees the selection, development and evaluation of personnel to ensure the efficient operation of the function
• Ensures the appropriate handling of personnel issues within areas of responsibility including merit planning inputs, performance reviews and disciplinary actions
• Develops technical strategies and teaming strategies in technical domain
• Provides leadership and technical/managerial content for proposals with identification of cross business unit strengths and technical shortcomings
• Provides proposal teaming recommendation to shore up any shortcomings for optimum win probabilities
• Leads specific process improvement activities
• Determines and implements the organizational training needs in accordance with the requirements of the technical domain
• Has department level budget responsibilities
• Ensures that engineers are active in developing risk mitigation plans and managing risk profiles
• Ensures process compliance of all engineering activity in areas of responsibility Frequently interacts with subordinate managers, senior management, executives and major customers
• Regular contact with senior management in other divisions of the company
• Travel may be required
• Security clearance may be required
• Most or all work is completed through the management of others
• May be responsible for multiple functions, locations, products or technical abilities
• Responsible for developing, modifying and executing company policies
• Drives a culture continuous improvement throughout the department

• Requires the ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship
• Recognized internally and externally as an expert in their field
